The meeting was called to order by Chairman Dave Grierson at 9:00am.
Mike Mower thanked all present for their support and noted the Resource Development Coordination Committee was formed due to a need for state agencies to communicate. The goal of the committee is planning in the long term perspective and to define problems and alert the appropriate entity.
Approval of Minutes:
Minutes of the July meeting were approved as amended. Motion made by Susan Zarekarizi, seconded by Scott Harrison, motion passed unanimously.
Energy Zoning Presentation:
Jason Berry, State Energy Program Manager, spoke to the group concerning his office’s role in energy. He noted his office is mainly involved in renewable energy sources and assists Utah counties in developing ordinances pertaining to energy. He further noted the demand for wind energy is at the top of the list. Other energy sources include solar, biomass, hydro and geothermal but there is not much of a demand for these at this time.
Reports from Agencies:
• Mike Mower reported there is a Canal Safety Task Force in place headed by Director Styler. He requested member input concerning Utah canals from a planning and zoning perspective.
• Judy Edwards reported RDCC is a cooperating Agency on the Gateway South and Transwest projects. The Mona to Oquirrh comment letter is due August 12, 2009. The RDCC database is progressing and should be ready for demonstration mid November.
• Ken Wilde reported the Town of Beaver is losing approximately 160 million gallons of water each year due to an antiquated water line system. They estimate a savings of $134,000 per year if the system were updated. Logan is installing a water turbine which should exceed their demands enabling them to sell any excess power.
• Rebecka Stromness reported the Department of Transportation has two projects that are almost complete. The I-15 Dixie Drive Interchange EA is expected to have a FONSI issued by FHWA. The SR-262 EIS project in San Juan county is also expected to have a ROD issued by FHWA in the coming weeks. The SR-12 EA project, which consists of necessary safety spot improvements, is currently out for public comment.
• Kelly Beck thanked everyone for their participation in submitting comments through RDCC. He reported the business end of the new database had been completed. The Lake Powell Pipeline has continuing problems concerning Native American consultation issues.
• Bill Schlotthauer reported there are two public meetings scheduled. One in Vernal to discuss Green Rive issues. The other meeting in Vernal is being held to discuss Central Iron Co. filings.
• Scott Harrison, with Homeland Security, reported on a program available to the private sector called “Be Ready Utah”. It involves emergency planning for catastrophic events such as an earthquake, which is an eminent threat to the Salt Lake Valley and surrounding areas. One large issue is the disposal of debris following a catastrophic event. The Homeland Security Office is also developing strategic emergency plans to facilitate 5000 people for about 48 hours in Utah, if a catastrophic occurred in another state and emergency evacuation procedures were put in place.
• Paul Zahn reported on Environmental Remediation’s underground storage tank program.
• Richard Wilcox reported on a recreational land exchange involving approximately 30,000 acres with the Federal Government.
• Dottie Henderson requested nominations for the Governors award recognizing outstanding achievements in science and technology.
• Dave Grierson reported the Division of Forestry has three current projects for review in the RDCC system. A trespass irrigation pump out of Utah Lake, UDOT bridge project north of Lehi and the Lucin Cutoff widening project. Other current matters include a ROD signed for a lease swap between existing leases in Bear River Bay area of Great Salt Lake with un-leased land in the northern arm of GSL and a lease withdrawal being discussed with Advisory Council for GSL until the planning effort for GSL is complete.
