1) Discussion/Decision: Appoint Lynn Peterson to the Board
• Lynn Peterson has agreed to fill the Board Member position that was vacated by Mary Jewett.
• Since this is mid-term, no election is required.
• Does the Board agree to appoint Lynn Peterson as a Board Member to fill the vacant position?
2) Discussion/Decision: Re-issue Will Serve for Rollins Ranch Phase 6 and Cottonwoods Phase 4
• Skyler Gardner has requested a re-issuance of the Will Serve for ten lots in Rollins Ranch Phase 6 that was issued March 18, 2013 and expired one year later.
• Skyler Gardner has requested a re-issuance of the Will Serve for seventy seven lots in Cottonwoods Phase 4 that was issued March 18, 2013 and expired one year later. The original request was for seventy eight lots.
• Gardner development is still planning to construct these two developments as previously submitted with the omission of one lot in Cottonwoods Phase 4.
• Does the Board approve re-issuing the Will Serve for Rollins Ranch Phase 6 and Cottonwoods Phase 4?
3) Discussion/Decision: Re-issue Will Serve for Rollins Ranch Phases 4A & 4B
• Henry Walker Homes has requested a re-issuance of the Will Serve for eighteen lots in Rollins Ranch Phase 4A that was issued to Gardner Development on March 18, 2013 and expired one year later.
• Henry Walker Homes has requested a re-issuance of the Will Serve for twelve lots in Rollins Ranch Phase 4B that was issued to Gardner Development on March 18, 2013 and expired one year later.
• Gardner Development sold both of these phases to Henry Walker Homes.
• Phase 4 A infrastructure has been installed.
• Does the Board approve re-issuing the Will Serve for Rollins Ranch Phases 4A & 4B?
4) Discussion/Decision: Extension of Will Serve for Rollins Ranch Phase 5
• U.S. Development has requested a re-issuance of the Will Serve for ten lots in Rollins Ranch Phase 5 that was issued March 18, 2013 and expired one year later.
• U.S. Development took over Phase 4 of the Cottonwoods from Gardner Development and is planning to construct the development as previously submitted.
• Does the Board approve re-issuing the Will Serve for Cottonwoods Phase 4?
5) Discussion: New bank account opened for $5,271 Impact Fees
• We opened a new Bank Account at First Bank for the Impact Fees paid at the $5,271 level. This will create a clear record and timeline to help stay in compliance with the Impact Fee law.
6) Discussion: Annual Regional Training for Local Governments
• Utah Code 17B-1-312 states that each member of a Board of Trustees of a local district should, within one year after taking office, complete training developed by the State Auditor.
• Northern Utah Class: This Tuesday, May 6, from 1:00 PM to 5:00 PM in Morgan
• No registration required – just show up
• Weber State University in Morgan
• 241 East Young Street, Morgan, UT 84050 (Behind Morgan High School)
• We are trying to see what other options are available, such as covering the materials during a scheduled Board Meeting here at the District office.
7) Discussion: Nutraceutical Property
• Is anyone aware of what is happening with the Nutraceutical property?
• There is a tremendous amount of landfill being brought in and no requests for Will Serves or plans have been discussed with the District.
• As a commercial operation, pre-treatment requirements and usage will have to be discussed before county planning.
8) Discussion: Entrance Gates for at the northeast corner of Rollins Ranch
• Is anyone aware of what is happening with the large entrance gate at the northeast corner of Rollins Ranch?
• Will this be for the Durbano property or Rollins Ranch 5 or 6?
• If it is for the Durbano property, there is no active Will Serve and no planning has been discussed with the District.
9) Discussion: District Operations ~ April 2014
• Weed control and mowing operations are starting earlier than last year. The fertilization and weed control spraying on the grass areas plus the first round of herbicide spraying for the fence lines, roads and lagoons is done.
• Effluent water continues to measure well within state requirements and removed over 91% of BOD and 93% TSS in February. E-Coli bacteria registered at 2 ppm which is less than 2% of maximum permit levels.
10) Discussion: District Statistics as of April 29, 2014
• Comparison of the number of Impact Fees received to date.
• 2014 = 18 Impact Fees
• 2013 = 38 Impact Fees
• 2012 = 20 Impact Fees
• 2011 = 2 Impact Fees
7. Discussion / Decision: Review and approval of April 3, 2014 Minutes.
8. Discussion: The next meeting is scheduled for the first Thursday, June 5, 2014 at 7:00 PM.
