Those present at the City Council meeting were Mayor Eric Houston, City Treasurer Carla Farnsworth, Council Members, Lloyd Brinkerhoff, Rick Miller, Trudi Owens, Tim Smith, Kim Soper, and Attorney Barry Huntington. City manager Lori Talbot was excused.
Others present were Art Cooper, Dave Owens, Deputy Kevin Moore, Suzanne Catlett, Cody Peterson, Parker Palmer, Pat Oetting, and Mack Oetting.
The meeting was called to order at 6:30 p.m.
OPENING CEREMONY
Rick Miller conducted the opening ceremony.
ADOPTION OF THE AGENDA
Lloyd Brinkerhoff moved, seconded by Trudi Owens to adopt the agenda as outlined.
The motion passed with all in favor.
APPROVAL OF THE MINUTES
Trudi Owens moved, seconded by Lloyd Brinkerhoff to approve the minutes. The motion passed with all in favor.
UP COMING MEETINGS
Mark Cram with Siemens will be here on March 12, 2014 at 7:00 p.m. in the Library / City Conference room.
UDOT annual visit will be March 20, 2014 from 9:00 to 11:00 a.m. in the Commission Chambers at the Courthouse.
POLICE REPORT
Deputy Kevin Moore was present. Sheriff Perkins was at meetings in Salt Lake. Not a lot to talk about, a few drug arrests and a few theft charges. There was also one dog bite that was reported.
EAGLE SCOUT PROJECT – CODY PETERSON
Cody Peterson explained his plans to paint the cement floor at the new snow plow shed. For all the supplies it will cost about $750.00.
Rick Miller moved, seconded by Tim Smith to authorize Cody Peterson to spend up to $750.00 to purchase the supplies for his Eagle Scout project. The motion passed with all in favor.
PROJECTOR
Mayor Houston feels we should purchase a projector. The City will look into a grant and if one is not available a projector will be purchased. Council Member Kim Soper would like to see one purchased for those who have presentations for the City Council.
Kim Soper moved, seconded by Tim Smith to purchase a new projector for the City Office if there is not a grant available. The motion passed with all in favor.
BUSINESS LICENSE – LAURA WINDERS
Lloyd Brinkerhoff moved, seconded by Kim Soper that we provide Laura Winders with a business license upon the condition that she follow all the rules set by her probation officer. The motion passed with all in favor.
BYRCE CANYON TRANSPORTATION PLAN
Mayor Houston explained a letter had been sent to Lori Talbot’s email as an example on what the letter for the Bryce Canyon Transportation Plan should say. It is so there will be no restrictions on bus traffic or any patrons visiting the park. It is also so there will be no restricted access the park.
Lori will email a copy of the letter to the council members, and if it is okay with the council Mayor Houston will sign the letter, and it will be submitted.
SUZANNE CATLETT – COUNTY OUTREACH AND ENROLLMENT SPECIALIST FOR HEALTHCARE.GOV
Suzanne Catlett was present to explain her role with helping people enroll and educating them on the new healthcare act. It is free to everyone, and she is here to assist all the residents of Garfield County. She is currently working out of the old Kazan Clinic in Escalante, but she is also looking for a place to use in Panguitch.
Kim Soper asked if Suzanne’s information could be put on the Panguitch City Website.
PAT OETTING BIRTHDAY PARTY CELEBRATION REPORT
Pat Oetting reported that there are signs around town as well as the banners are up. There will also be pins and t-shirts available.
The birthday party will be held Saturday March 22, 2014 at the Social Hall. Some of the events taking place that day will be Joelann Black’s dance group, Robert Proctor will be here with his book about Panguitch, Elaine Baldwin will have something with the Quilt Walk Festival, the 6th grade class from Panguitch Elementary will be square dancing, there will be cake and ice cream, and prizes.
Tim Smith moved, seconded by Kim Soper to give Pat Oetting $300.00 to help with the cost of the cake and ice cream and to also provide an opening prayer to be given by Mayor Eric Houston or Tim Smith. The motion passed with all in favor.
AIRPORT BID AWARD
Bonneville Asphalt is the lowest bidder at $67,482.00 for the airport project, which would include Crack Seal $12,100.00 Coal-Tar Seal Coat $47,402.00 and Pavement Marking $7,980.00. Panguitch City will have to come up with 10% of the amount for the project.
City Manager Lori Talbot was unable to be at City Council tonight because she is at a meeting in St. George with Creamer and Noble Engineers on what projects we will be able to do with our money this year.
Lloyd Brinkerhoff moved, seconded by Tim Smith to accept the bid from Bonneville Asphalt for $67,482.00. The motion passed with all in favor.
RETURN TO WORK PROGRAM
Mayor Houston explained that this has to do with the City insurance and not having light duty. With the return to work program Panguitch City will do everything it can to help the employee heal and return to work as quickly as possible.
Trudi Owens moved, seconded by Rick Miller to accept the Return to Work
Program as outlined. The motion passed with all in favor.
JP FINES
Lloyd Brinkerhoff moved, seconded by Tim Smith to accept the JP Fines Report for February 2014. The motion passed with all in favor.
PENDING BUSINESS
There were no changes on the pending business list.
DEPARTMENT REPORTS
Triple C Executive Committee: Rick Miller reported that there will be a Triple C Meeting on Monday March 17, 2014 at 9:00 a.m.
Library: Trudi Owens reported that librarian Kathy Talbot will attend a meeting on March 14, 2014 for library trustees and then train the library board.
Main Street: Lloyd Brinkerhoff reported that as a fundraiser the Main Street Committee will be selling Shop Local Cards for $10.00 per card. Main Street is also working on a bigger walking tour map. The band this year for the balloon festival will be the Most Wanted Band. For the Western Roudup they will again hold a bank robbery on Main Street.
Splash Pad: Attorney Barry Huntington reported that Tropic is getting a splash pad for about $35.000.00. He had a council member from Tropic approach him about Panguitch City wanting one.
Annexation: Kim Soper asked if any more was going on with annexation at this time. At one time a couple of people had approached him about being annexed, but the interest seems to have gone away at the present time. Kim would like to see a survey put on the website asking people if they would like to be annexed into the city.
CURRENT BILLS
Trudi Owens moved, seconded by Kim Soper to pay the current bills. The motion passed with all in favor.
