Those present at the City Council meeting were Mayor Eric Houston, City Manager Lori Talbot, City Recorder Donna Osborn, Council Members, Lloyd Brinkerhoff, Rick Miller, Trudi Owens, Tim Smith, Kim Soper, and Attorney Barry Huntington.
Others present were Art Cooper, Randy Yard, Becky Yard, Terry Lee, Shannon Hatch, Konner Hughes, Laura Winders, a representative of Beaver Dam Village, Gary Leach, Sheree Leach, and Corbin Leach.
The meeting was called to order at 6:30 p.m.
OPENING CEREMONY
Donna Osborn conducted the opening ceremony.
ADOPTION OF THE AGENDA
Trudi Owens moved, seconded by Kim Soper to adopt the agenda as outlined. The motion passed with all in favor.
APPROVAL OF THE MINUTES
Rick Miller moved, seconded by Lloyd Brinkerhoff to approve the minutes. The motion passed with all in favor.
UP COMING MEETINGS
Highway 143 Patchwork Parkway Interpretive Plan Open House February 26, 2014 from 6:00 to 6:45 p.m. in the Library / City Conference room.
UDOT annual visit will be March 20, 2014 from 9:00 to 11:00 a.m. in the Commission Chambers at the Courthouse.
The Transportation plan for Bryce Canyon will be open for comments through March 20, 2014. Mayor Eric Houston recommended the City join with the County for a plan choice.
EAGLE SCOUT PROJECT - CORBIN LEACH
Corbin Leach explained his plans to lay cement at the Baseball Fields for a picnic area. Two 10' x 10' concrete squares will be laid for about $375.00.
Tim Smith moved, seconded by Lloyd Brinkerhoff to authorize Corbin Leach to spend up to $400.00 to purchase the cement for his Eagle Scout project. The motion passed with all in favor.
DONATION FOR NATIONAL LEADERSHIP CONFERENCE - KONNER HUGHES
Konner Hughes is a freshman at Panguitch High School and has been nominated to attend the National Leadership Conference sponsored by Envision in Washington D.C. in July in the specialities of law and graphic science. Konner Hughes has raised $1250.00 for the trip, which will cost a total of approximately $2545.00. If the Council is willing to sponsor Konner Hughes, he will report back to the council following the conference.
Trudi Owens moved, seconded by Tim Smith to donate $200.00 to Konner Hughes for the National Leadership Conference. The motion passed with all in favor.
DONATION FOR CAMP-READ-A LOT
Lloyd Brinkerhoff moved, seconded by Tim Smith to donate $250.00 to Camp-Read-A lot. The motion passed with all in favor.
DRIVER QUALIFICATION STANDARD POLICY
The Utah Local Government Trust, who provides insurance for the City, requires that we have this policy approved by the Council.
Lloyd Brinkerhoff moved, seconded by Trudi Owens to accept the driver qualification standard policy and have it put in the employee handbook. The motion passed with all in favor.
CITY IMPROVEMENTS - SIEMENS - MARC CRAM
Marc Cram has contacted City Manager Lori Talbot to see if the City Council has considered the possible projects Siemens has targeted for energy savings for Panguitch City. Mr. Cram is willing to meet with the City Council again in March.
TOUR OF UTAH
The Tour of Utah Bicycle Race will come to Panguitch again this year. The participants in the Tour of Utah enjoyed our area and are looking forward to coming back. Mayor Eric Houston informed the Council that 117 million homes were reached through the Tour of Utah race. Last year the Council agreed to donate $5000.00 to the Tour of Utah, but the actual cost was less.
Kim Soper moved, seconded by Tim Smith to donate up to $5000.00 for the Tour Of Utah. The motion passed with all in favor.
WEBSITE
Council Member Kim Soper has researched the possibilities concerning the panguitch websites. Currently, there are two websites, panguitch.org and panguitch.com. Kim Soper demonstrated through a power point presentation how outdated the
panguitch.org website has become. The panguitch.com website was designed mostly for visitors and tourists but also duplicates much of the information on panguitch.org. Mark Wade through Oculus Media designed and hosts the panguitch.com website. Brinda Bair contacted Mark Wade regarding merging the websites. Mr. Wade would be willing to add city and government information to the panguitch.com website for $680.00. The City employees would be able to update the information on the website as needed. Another benefit would be that with only one website the “hit” tracking on Google.com would move the website up nearer the top of the popularity list.
Kim Soper moved, seconded by Trudi Owens to take the information from panguitch.org and combine the websites to panguitch.com and contract with Mark Wade to complete the merge for $680.00 The motion passed with all in favor.
Becky Yard suggested that the City purchase the domain name for panguitch.com. panguitch.org and panguitch.net to insure that others would not purchase these domain names for their own purposes.
AIRPORT BID AWARD
Mayor Eric Houston informed the Council that the apparent low bidder for the airport was Bonneville Asphalt for $67,480.00. Other bids were submitted by Straight Stripe for $75,300.00; Cactus Asphalt for $113,150.00, and Maxwell for $91,580.00.
PENDING BUSINESS
There were no changes on the pending business list.
DEPARTMENT REPORTS
Library: Trudi Owens reported that librarian Kathy Talbot will attend a meeting for library trustees and then train the library board. A CLEF grant was received by the library in the amount of $6200.00 for books and technology.
Projector: Kim Soper proposed that the City purchase a projector for use by the City and other presenters. Kim Soper has researched the quality and price of projectors. This will be discussed at the next meeting.
Propane Tank: Randy Yard will work with Dave Owens on rebuilding or replacing the manifold for the propane tank. The County will help unload the tank and the tank will be leveled at the designated location at the workshop.
Business license: Laura Winders and a representative of Beaver Dam Village were present concerning a business license application to clean cabins that Laura Winders has submitted. Attorney Barry Huntington had informed the Council that Ms. Winders probation officer must give approval for her to obtain the business license. Attorney Huntington reported that Ms. Winders probation officer Reed Bean has given his permission for the business license as long as Ms. Winders does not associate with others on probation. The representative Beaver Dam Village launched a disagreement with Attorney Huntington concerning the delay in issuing the business license. The business license for Laura Winders will be on the next agenda.
Kiosks: City Manager Lori Talbot stated that the 2 kiosks were ready to be put out to bid. Several locations for the kiosks were discussed. Mayor Eric Houston recommended one kiosk be placed at the Daughter of Pioneers museum, and the other be placed at Church’s Blue Pine Motel. Attorney Barry Huntington will draw up agreements with the property owners at these locations. Randy Yard questioned if the kiosks could be in place for the summer season and then be stored in a protected area for the winter. Mr. Yard was informed that the kiosks would be permanent and would be constructed with the most durable materials available and all breakable or perishable parts have been eliminated.
CURRENT BILLS The council reviewed the current bills to be paid. Mayor Eric Houston informed the council that State Bank has submitted an invoice for the bond refinancing for the secondary water system. However, the invoice with a payment date of March 1, 2014 was received too late to be reported at this council meeting. Mayor Houston has contacted State Bank, and they have agreed to revise the due date until after the next council meeting.
Trudi Owens moved, seconded by Kim Soper to pay the current bills. The motion passed with all in favor.
