The meeting was called to order by Chairman Dave Grierson at 9:00am.
Approval of Minutes:
Minutes of the June meeting were approved as submitted. Motion made by Kimm Harty, seconded by Todd Adams.
Reports from Agencies:
• Kimm Harty briefly reported on the landslide in Logan, noting the cause was not known at this time. The city of Logan requested assistance on the landslide. An outside firm is expected to be obtained to investigate.
• Bill Schlotthauer reported there would be a Public Meeting held in Vernal sometime in mid to late August concerning the Colorado River Basin Policy change.
• Ron Daniels reported the Water and Sustainability Ground Water Protection Group will be holding a meeting September 13 – 16. He also noted the Utah Extension, Dept of Agriculture and members of the Utah Carbon Team are working on the feasibility of Carbon marketing in Utah.
• Rebecka Stromness requested input on upcoming UDOT projects during their environmental phase.
• Kelly Beck stated the Lake Powell Pipeline is experiencing difficulties with the various government agencies. The West Tavaputs BLM agreement is to handle adverse effects. New air quality issues are being discussed between various agencies. There are no specific guidelines concerning air quality.
• Carmen Bailey reported Counties approved the purchase of land for recreational uses in Kingston Canyon.
• Dave Grierson reported the Utah Lake Master Plan and the Bear Lake Comprehensive Management Plan have been signed at ceremonies held recently with dignitaries present.
He further noted comments are due July 24, 2009 on the Hansel Greenstrips Project creating fire-resistant vegetation strips in Box Elder County. Comments are due August 7, 2009 on the Ruby Pipeline also in Box Elder County.
Various projects involving the Jordan River: Two pedestrian bridges, comments due August 8, 2009, Draining Salt Lake County’s Redwood Natural Area in to the Jordan River comments due July 24, 2009, North Temple UTA bridge widening, comments due July 24, 2009, and a transmission line for Rocky Mountain Power, comments due July 17, 2009.
• Phil Burns reported on the Little Mountain project.
• Judy Edwards reported that PLPCO is presently focused on energy issues. Comments are due July 20, 2009 on Mona to Oquirrh. UNEV is almost complete. Public Lands has requested to be a cooperating agency on Regional Water.
• Mike Mower reported the governors’ transition was running smoothly and his official appointment should be confirmed this congressional session which ends this August.
Other Business:
Judy Edwards reported the RDCC Database will be given to a design team in the near future and it is anticipated the program will be operational by late December 2009.
