AGENDA CITY COUNCIL of SALT LAKE CITY Tuesday, February 18, 2014 2:00 p.m. Work Session (The public is invited to listen to the discussion.) 7:00 p.m. Formal Meeting (Public comment section is included) Items listed below may be moved and discussed in a different portion of the Agenda based on circumstance and availability of speakers. Council Meeting Rules, Parliamentary Order and Procedure A. WORK SESSION: 2:00 p.m. in Room 326, City & County Building, 451 South State St. Approximate Start Time~2:00 p.m. 1. Jordan Canal Rezone – 1226 South 1100 East Legislative Sponsor: Not Required – Petition from Mayor The Council will receive a briefing regarding proposed zoning changes to City-owned property located at 1226 south 1100 East. The proposal would amend the Central Community Master Plan future land use map and rezone the property from R-1/5,000 Single Family Residential to Neighborhood Commercial (CN). The proposal would facilitate the development of the parcel by allowing access to and parking for the adjacent property at 1234 South 1100 East. In exchange for the access and parking, the owner of the adjacent property would build and landscape an extension of the Jordan and Salt Lake City Canal Trail along the north side of the property. Although the applicant has requested that the property be rezoned to the Neighborhood Commercial (CN) zone, consideration may be given to rezoning the property to another zoning district with similar characteristics. Affordable Care Act: Impact of Health Care on Seasonal City Employees~2:45 p.m. Legislative Sponsor: Not Required – Budget related item The Council will receive a follow-up briefing from Administration to discuss policy questions and costs associated with affordable care act. 3. Sugar House Streetcar Corridor Master Plan and Zoning Amendments~3:15 p.m. Legislative Sponsor: Not Required – Petition from Mayor The Council will receive a briefing about a proposed Sugar House Streetcar Corridor Master Plan and Zoning Amendments. The proposed plan and amendments would enact form-based zoning in some areas along and near the Sugar House Streetcar “S” Line. A potential outcome of adopting the proposed amendments would be to change the zoning designation of 2.85 acres of land in Fairmont Park along Sugarmont Drive near 900 East Street from Open Space to Form-Based Edge Area. Changing the zoning designation could allow the acres to be developed. 4. Budget Amendment No. 2~4:15 p.m. Legislative Sponsor: Not Required- Budget Item The Council will receive a follow-up briefing regarding Budget Amendment No. 2 for Fiscal Year 2013-14. Budget amendments happen several times each year to reflect adjustments to the City’s budgets, including proposed project additions and modifications. This amendment contains a number of proposed adjustments to the FY 2013-14 budget, including funding for: • a portion of the costs of the Sugarhouse Streetcar, and various improvements to create a "greenway" within the corridor. • a transportation planner position to assist with capital improvement (building and roadway) projects. • the City’s transit master plan, phase 2 of the Sugar House streetcar plan, and a study of Foothill Drive (funding from Utah Transit Authority). • an additional trained nurse dispatcher to manage non-emergency calls from the 9-1-1 call-takers (donation funds from the Utah Hospital Association). (Item C1) 5. Alley Vacation – Between Roosevelt (1455 South) and Emerson (1490 South) Avenues, from 1177 East to 1130 East~5:00 p.m. Legislative Sponsor: Not Required – Alley Vacation The Council will hear a briefing regarding a proposal to vacate and close to public use a portion of the alley located between Roosevelt (1455 South) and Emerson (1490 South) Avenues, running East to West from approximately 1177 East to 1130 East. Petitioner Steven Seftel, Petition No. PLNPCM2013-00068. 6. 2014 Utah Legislative Session Update~5:15 p.m. Legislative Sponsor: Not Required – Informational Only The Council will receive a briefing regarding the list of Legislative Issues for the 2014 State Legislative Session. 7. Zoning Text Amendments – Subdivisions and Site Design Development~5:45 p.m. Legislative Sponsor: Not Required – Land Use Item/Petition from Mayor The council will receive a briefing regarding proposed amendments to the City’s zoning regulations. The proposed changes are intended to update the City’s Subdivision and Site Design Development regulations to: • make the review process more efficient and user-friendly. • facilitate incorporation of solar energy systems in new developments. • reflect current design standards and best practices in lot, block and street layout and connectivity. • consolidate subdivision regulations in one place. Related provisions of Title 21A- Zoning may also be amended as part of this petition. Petition Nos. PLNPCM2009-00484 and PLNPCM2009-01339, Petitioner – Mayor Ralph Becker. 8. Board Appointment Interview: Police Civilian Review Board~Time Certain~6:00 p.m. The Council will interview Xavier Gondra prior to consideration of his appointment to the Police Civilian Review Board. (Item H5) 9. Board Appointment Interviews: Library Board~Time Certain~6:00 p.m. The Council will interview the following people prior to consideration of their appointment to the Library Board: (Item H6 and H7) • Holly Martack Yocom • Nathaniel Steven Salazar 10. Oneida Triangle Open Space~6:15 p.m. Legislative Sponsor: Lisa Adams The Council will receive a briefing regarding a proposal to designate Oneida Island, located at 2150 East 2350 South, as a City park and establish park hours. A proposal to amend Chapter 15.04 Salt Lake City Code (Parks, Play Fields and Golf Courses) would designate this parcel as a City park. 11. Report of the Executive Director Report of the Executive Director, including a review of Council information items and announcements. The Council may give feedback or staff direction on any item related to City Council business. 12. Report of the Chair and Vice Chair 13. TENTATIVE - Closed Session The Council will consider a motion to enter into Closed Session. A closed meeting described under Section 52-4-205 may be held for: a) discussion of the character, professional competence, or physical or mental health of an individual; b) strategy sessions to discuss collective bargaining; c) strategy sessions to discuss pending or reasonably imminent litigation; d) strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares, if public discussion of the transaction would: (i) disclose the appraisal or estimated value of the property under consideration; or (ii) prevent the public body from completing the transaction on the best possible terms; e) strategy sessions to discuss the sale of real property, including any form of a water right or water shares, if: (i) public discussion of the transaction would: (A) disclose the appraisal or estimated value of the property under consideration; or (B) prevent the public body from completing the transaction on the best possible terms; (ii) the public body previously gave public notice that the property would be offered for sale; and (iii) the terms of the sale are publicly disclosed before the public body approves the sale; f) discussion regarding deployment of security personnel, devices, or systems; and g) investigative proceedings regarding allegations of criminal misconduct. A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah Code § 78B-1-137 FORMAL MEETING B. OPENING CEREMONY: 7:00 p.m. in Room 315, City & County Building, 451 South State St. Council Member Charlie Luke will conduct the Formal Council Meetings in February. 1. Pledge of Allegiance. 2. The Council will approve meeting minutes for the: • Work session on January 21, 2014 • Formal on February 4, 2014 and; • Formal on February 11, 2014 3. The Council will consider adopting a Joint Resolution to recognize and support Utah State Fairpark’s contributions to Salt Lake City and the State of Utah. (R 14-1) C. PUBLIC HEARINGS: 1. Set the date: Ordinance: Jordan Canal Rezone – 1226 South 1100 East Legislative Sponsor: Not Required – Petition from Mayor Set the date of Tuesday, March 4, 2014 to accept public comment and consider adopting amendments to the Central Community Master Plan and Zoning Map for the City owned property located at 1226 South 1100 East. This petition was initiated by Mayor Ralph Becker and would change the Future Land Use Map in the Central Community Master Plan and change the zoning map designation on the parcel. The land is currently vacant and a change in master plan and zoning would facilitate the future development of the property and the extension of the McClelland Corridor trail. • Central Community Master Plan Amendment - the proposal would modify the Central Community Master Plan Future Land Use Map for the property at 1226 South 1100 East by changing the designation from Low Density/Mixed use to Neighborhood Commercial. (Petition No. PLNPCM2013-00797) • Zoning Map Amendment - The proposed zoning map amendment would change the zoning for the property at 1226 S 1100 East from R-l/5,000 – Single Family Residential to (CN) – Neighborhood Commercial. (Petition No. PLNPCM2013-00799) Although the applicant has requested that the property be rezoned to the (CN) - Neighborhood Commercial zone, consideration may be given to rezoning the property to another zoning district with similar characteristics. (P 14-1) Staff Recommendation Set the Date. 2. Board Reappointment: Connie Spyropoulos-Linardakis - Citizen's Compensation Advisory Committee Legislative Sponsor: Not Required –Board Appointment Confirming the reappointment of Connie Spyropoulos- Linardakis to the Citizen's Compensation Advisory Committee for a term extending through August 31, 2017. (I 14-7) Staff Recommendation: Approve. 3. Board Appointment: Dale Cox - Citizen's Compensation Advisory Committee Legislative Sponsor: Not Required –Board Appointment Confirming the appointment of Dale Cox to the Citizen's Compensation Advisory Committee for a term extending through August 31, 2017. Board Reappointment: Kevin Werner - Library Board Legislative Sponsor: Not Required –Board Appointment Consider approving the reappointment of Kevin Werner to the Library Board for a term extending through June 30, 2016. Richardson, Historic Landmark Commission Legislative Sponsor: Not Required –Board Appointment Consider approving the appointment of David S. Richardson, to the Historic Landmark Commission for a term extending through July 14, 2017. NOTE: The January 21, 2014 Council agenda inadvertently listed the term expiration date as July 14, 2016, rather than July 14, 2017. (I 14-6) Staff Recommendation Approve. I.
