MINUTES OF THE REGULAR MEETING OF THE ORANGEVILLE CITY COUNCIL HELD ON THURSDAY, JANUARY 9, 2014 Present at said meeting were: Mayor Pat Jones, Council members: Mark Tuttle, Carole Larsen, Brent Tuttle, Carol Stilson, Ben Orgill. City Recorder Ruanne Leeflang, City Treasurer Cindy Nielsen. Also present: Travis Tuttle, Kent and Julie Wilson, Howard Tuttle, Richard Stilson, Shirley Van Zyverden, Laurie Jones, Gerry and Janice Spencer, Roger Swenson, Tom and Shirley Baltzer, Jeff Nielson, Dennis Tuttle, Bonnie Swenson, Garth and Lori Labrum, Katlin Bell Mayor Jones called the public hearing to order at 7:00pm. Mayor Jones explained the need of the funding from the CIB and the repairs that needed to be done to the bridge and creek. Mayor Jones turned the time over to Brent Tuttle who read the description of the project. He explained what will be needed to be repaired. Roger Swenson asked if this will address high stream flow. Where does the overflow water go? Mr. Tuttle stated that dredging should take care of the problem. The problem is the south side of the creek has eroded. The primary problem is the bridge. The city is hoping for a full grant. Mayor Jones closed the public hearing at 7:13pm. Mayor Jones opened the meeting at 7:30pm. Brent Tuttle offered the opening prayer and Mark Tuttle led the Pledge of Allegiance. 1. PUBLIC COMMENTS • Richard Stilson – thank you to the mayor and council for what you have done for the city. 2. APPROVAL OF BILLS AND WARRANTS Mayor Jones stated that $50,000.00 paid to Castle Valley Special Service District was paid to the city by the state for the North Main Project. Then the city turned around and paid that amount to the Service District. Mark Tuttle moved to approve all bills and warrants as presented.. Second Ben Orgill. Voting: Ben Orgill – aye, Carol Stilson – aye, Brent Tuttle – aye, Carole Larsen – aye, Mark Tuttle – aye. Motion passed. 3. APPROVAL OF MINUTES OF PREVIOUS MEETINGS Carole Larsen commented that in item 9 there needed to be an addition made behind her name. “Aye” should be added after her name. Brent Tuttle moved to approve the minutes of the previous meeting with the above addition. Second Carol Stilson. Motion passed 4. APPROVAL TO SUBMIT APPLICATION TO PERMANENT COMMUNITY IMPACT BOARD Carole Larsen moved to approve the submission of an application to the Permanent Community Impact Board for the Cottonwood Creek Bridge Project. Second Ben Orgill. Motion passed. Mayor Jones expressed his thanks for the privilege of serving the city. The city has great employees and everyone has been really great to work with. 5. SWEARING IN OF NEW MAYOR AND COUNCIL MEMBERS City Recorder Ruanne Leeflang administered the Oath of Office to Mayor Elect Roger Swenson, and Council Members Kent Wilson and Tom Baltzer. Mayor Jones welcomed them to the city council and they took their seats on the podium. 6. PRESENTATION TO RETIRING MAYOR AND COUNCIL MEMBERS Mayor Swenson read a thought by George Romney. He expressed his appreciation for all that Mayor Jones, Mark Tuttle and Brent Tuttle have done. Each was presented with a nice clock. 7. MAYOR BUSINESS a. Mayor Swenson stated that with the change it is necessary to reassign areas. New areas are: Tom Baltzer – Cemetery, Fire Department, Public Safety & Emergency Preparedness Carol Stilson – Beautification, Youth City Council, Main Street Improvements, City Clean Up Ben Orgill – Parks, Ball Complex, Recreation, City Celebrations, Community Service this is a new area to encourage volunteerism such as Eagle Scout projects. Kent Wilson – Roads, Water & Sewer, Animal Control, Animal Control Officer Carole Larsen – Historical Committee, Board of Adjustment, Planning and Zoning, Zoning Administrator b. Appointment of Recreation District Member – Shawn Bell has served for four years and was notified that the term would expire in December 2013. Mayor Swenson is nominating Travis Tuttle to serve on the Recreation District Board. Ben Orgill moved to approve Travis Tuttle to represent Orangeville City on the Recreation District Board. Second Carol Stilson. Motion passed. c. Appointment of Recorder and Treasurer – Mayor Swenson reappointed Ruanne Leeflang as City Recorder and Cindy Nielson as City Treasurer. Carol Stilson moved to approve Ruanne Leeflang as City Recorder and Cindy Nielson as City Treasurer. Second Tom Baltzer. Motion passed. 8. DISCUSSION ON TIPPAGE FEES AT EMERY COUNTY LANDFILL Mayor Swenson stated that the Emery County Landfill will be charging a fee for all contractors. The fee will be reduced from $15.00 per ton to $10.00 per ton. Everyone with a load over 1,000 lbs. will be charged $10.00. There was a comment that this would encourage dumping somewhere else. Kent Wilson – Emery County is the highest taxed county in the state. This should be a perk. Janice Spencer – are people from out of the area coming to use the landfill? Maybe propose that they check people’s drivers licenses to see if they are from Emery County. Travis Tuttle – maybe put in the city budget and the city take care of some of the fee. Kent Wilson stated there could possibly be an increase on the utility bill of $1.00 to $1.25 which is 20% of the garbage fee. Mayor Jones commented that in Castle Dale they have a roll off and that people would fill the dumpster instead of going to the dump. The dumpsters at the church and school will fill up. Mayor Swenson will take these comments to the county commissioners. 9. SET DATE FOR OPEN MEETING TRAINING It was determined that open meeting training will be held on February 13, 2014 at 6:30pm. 10. PLANNING AND ZONING – no business 11. STAFF REPORTS Dennis – no business Katlin Bell – • There is a rabies clinic on January 18, 2014 from 9am-12pm. Cindy Nielson – no business but did welcome the new members Ruanne Leeflang – no business 12. COUNCIL BUSINESS Carole Larsen – • Did we give part time people a bonus? Shirley VanZyverden did not get her bonus. • Wondering about the schedule for the crossing guard. Kindergarten and lunch has been a problem. Right now there is no kindergartener that needs help. Carol Stilson – • Youth City Council met last week and will start meeting at 6:00pm. They are starting to plan the Easter Egg Hunt. • Day at the Legislature is January 29. Will be taking two girls plus Mindy Nicholson. • Christmas light judging was a fun thing to do. The judges drove around town and put down 1st place, 2nd place and 3rd place plus runners up then added up the points. __________________________________________________________________________ Ben Orgill – • Have spent time and money on the fences. The sprinklers have also been fixed. • Would like to divide the Welcome Park project into different projects for the Eagle Scouts. Put in several pads with picnic tables, garbage cans and possibly lights. Looking into solar lights. Would like to get rid of overhead power and use nicer lights. • We need to change the lights on the flags and we need more power for the Christmas lights. Tom Baltzer – • Will go ahead with the generator for the Fire Dept. Will get with Huntington and see what they paid for a propane generator. Kent Wilson – no business Mayor Swenson – no business Carole Larsen moved to adjourn the meeting at 8:30pm. Second Ben Orgill. Motion passed.
