- NOTICE AND AGENDA Notice is hereby given that the Garland City Council will hold a regular City Council meeting at 8:00 p.m. on the 18th day of December 2013 at the Garland City Civic Center. The Mayor reserves the right to modify the sequence of agenda items in order to facilitate special needs. The agenda shall be as follows: Regular Meeting 1. Call to order – Mayor Bennett 2. Thought/Prayer 3. Pledge of Allegiance – Garland 4th Ward Scout Troop 4. Vote to approve agenda 5. Requests for Future Agenda Items (Open Comments) 6. New Business a. 2012-2013 Audit Report – Wiggins & Company 7. Report of Officers, Boards & Committees a. Mayor Bennett b. Council Member Coleman – Public Safety c. Council Member Miller – Planning & Zoning/Sewer d. Council Member Munns – Water/Streets/Wheat & Beet Days e. Council Member Shaw – Park/Mosquito Abatement/Facilities f. Council Member Thompson – Library/Wheat & Beet Days/ Youth Council 8. Approval of accounts payable, payroll and utility adjustments. 9. Miscellaneous 10.
