CITY OF SARATOGA SPRINGS CITY COUNCIL MEETING Tuesday, September 17, 2013 Meeting held at the City of Saratoga Springs City Offices 1307 North Commerce Drive, Suite 200, Saratoga Springs, Utah 84045 CITY COUNCIL AGENDA Councilmembers may participate in this meeting electronically via video or telephonic conferencing. WORK SESSION-Commencing at 6:00 p.m. 1. Quarterly Departmental Update. (Fire & Police) 2. Adjourn to Policy Session. POLICY SESSION- Commencing at 6:00 p.m. • Call to Order. • Roll Call. • Invocation / Reverence. • Pledge of Allegiance. • Public Input - Time has been set aside for the public to express ideas, concerns, and comments. Please limit repetitive comments. • Awards, Recognitions and Introductions. POLICY ITEMS 1. Consent Calendar: a. Approval of minutes: i. August 20, 2013. 2. Ordinance 13-18 (9-17-13): Amending the Official Zoning Map Rezoning Plat Q of Jacobs Ranch Subdivision from Regional Commercial (RC) to Low Density Residential (R-3). 3. Sergeant Court Rezone and Concept Plan: a. Public Hearing: Amendment to the City of Saratoga Springs Zoning Map Rezoning Sergeant Court from Mixed Use (MU) to Mixed Use with a PUD Overlay. i. Ordinance 13-19 (9-17-13): Amendment to the City of Saratoga Springs Zoning Map Sergeant Court to PUD Overlay. b. Concept Plan Review: Sergeant Court. 4. Saratoga Springs Development Plat 20 Rezone and Concept Pan. a. Public Hearing: Amendment to the City of Saratoga Springs Zoning Map Rezoning Plat 20 of the Saratoga Springs Development from Regional Commercial (RC) to Medium Density Residential (R-10). b. Public Hearing: Amendment to the Land Use Element of the General Plan for Saratoga Springs Plat 20. c. Ordinance 13-20 (9-17-13): Amending the Official Zoning Map and Land Use Element of the General Plan for Plat 20 of the Saratoga Springs Development. d. Concept Plan Review for Plat 20 of the Saratoga Springs Development. 5. Public Hearing: Master Development and Agreement for Saratoga Springs Development (Lakeside), Plat 14, 16A, 25, 26, and 27 located approximately between 1500 South to 2800 South and between Redwood Road and Utah Lake. a. Resolution R13-35 (9-17-13): Approval of Master Development Agreement for Saratoga Springs Development (Lakeside), Plat 14, 16A, 25, 26, and 27. 6. Agreement Extending the Sierra Estates Master Development Agreement. a. Resolution R13-36 (9-17-13): Approval of Agreement Extending the Sierra Estates Master Development Agreement. 7. Reports: a. Mayor b. City Council. c. Administration communication with Council. 8. Motion to enter into closed session for the purchase, exchange, or lease of property, pending or reasonably imminent litigation, the character, professional competence, or physical or mental health of an individual. 9. Adjournment.
