- NOTICE AND AGENDA Notice is hereby given that the Garland City Council will hold a work session meeting at 7:00 p.m. followed by a regular City Council meeting at 8:00 p.m. on the 13th day of February 2013 at the Garland City Civic Center. The Mayor reserves the right to modify the sequence of agenda items in order to facilitate special needs. The agenda shall be as follows: Work Session 1. Call to Order – Mayor Bennett 2.
