Discussion regarding Garden City sponsoring the Rural Water Conference in Garden City on November 24, 2008 and using the facility free of charge. b. Encumbrance and Covenant to run with the land. a. Request to encumber Lot34 and 35 of Bridgerland Village, Plat A, to build a garage on lot 35. Jim Evans 10. Ordinance Discussion/Approval a. Request to amend ordinance 9-305 to allow a helicopter to land in Garden City during the Raspberry Days Festival b. Ordinance #09-04, An ordinance updating the architectural standards requirement within the community commercial zone. c. Ordinance #09-05, An ordinance to update the sign ordinance section of the land use ordinance. d. Ordinance #09-06, An ordinance to include the definitions for signs in the definition section of the land use ordinance. Discussion only. e. Ordinance #09-07, An ordinance to provide regulations and procedures for an affordable housing plan. f. Preliminary review of new Toll road ordinance draft. 11. Grant Discussion/Approval a. Request from the Garden City Fire District for funds to purchase equipment. Dan Kurek 14. Budget Discussion a. Discussion/Approval of the July 1, 2009 - June 30, 2010 tentative fiscal budget for the General Fund, Special Improvement Fund and the Enterprise Fund. a. Pool revenue and expenditure discussion, Council Member Leonhardt b. Open the July 1, 2008 through June 30, 2009 budget to cover additional expenditures. 15. Review, Discussion and approval of 2009 Tax Lien List for the Buttercup Special Improvement District Delinquent Assessments 16. Update of progress for the New Library/Civic Center, Bobbie Coray & Mayor Hansen 17. Miscellaneous Items a. Discussion regarding changing the approval process for minutes of Boards which hold sporadic meetings b. Attending the annual membership meeting of the Utah Local Governments Trust 18.
