Request for Proposal Francis City, Utah Wastewater Treatment Facility Expansion Design and Construction Management November 2012 I. General Francis City (Francis) is requesting proposals for professional engineering services for design and construction management of an expansion to the City’s existing wastewater treatment facility. II. Project Background Francis currently owns and operates a non-discharging, facultative lagoon system for wastewater treatment consisting of three treatment cells and one winter storage cell. During summer months, treated effluent is land applied for crop irrigation on a 46-acre plot owned by Francis. There are also agreements with private owners for disposal on 20 additional acres. Francis hired Carollo Engineers to evaluate the wastewater collection, treatment, and discharge systems and develop a capital facilities plan for the implementation of necessary projects. The collection system was shown to have adequate capacity through the planning period. However, several deficiencies were identified at the existing wastewater facility including hydraulic and organic overloading of the treatment cells and insufficient winter storage capacity. The recommended alternative from the evaluation is for Francis to convert the facultative system to aerated cells and expand capacity by building one new aerated cell for treatment and a new winter storage cell. The system will remain a non-discharging lagoon and continue to land apply treated effluent. An aerated lagoon system was the lowest cost alternative, and alternatives that included a permitted discharge to the Weber and Provo watersheds were determined to be unfeasible. The project will provide treatment capacity through the year 2035 based on projected growth rates, at a total estimated project cost of $5.1 million dollars. Francis has secured funding for the project with assistance from the Utah Division of Water Quality. The Capital Facilities Plan for the project can be viewed on the Francis website (www.francisutah.org). III. Proposal Format The proposal shall not exceed five (5), 8 1/2 by 11-inch pages and shall be in letter format, stapled, with no cover. Text size shall be no smaller than a 12 point font. Resumes may be attached and are not included in the page limit. The proposal shall address the following topics: 1. Provide a description of your firm and include the following information: the location of your Utah office, number of years in business, and firm expertise and reputation. a. Provide this same information for any teaming partners you plan to use to complete the project and give specific project examples of this successful teaming relationship 2. Provide a statement of your understanding of the project and your familiarity with Francis. 3. Provide a statement of your understanding regarding the Division of Environmental Quality Division of Water Quality’s approval process and your ability to obtain a construction permit. 4. Identify the key individuals, including sub-contractors, who will be part of the project team. Include the qualifications and experience for each individual and the expected amount of involvement during design and construction management services. 5. Provide a list of similar projects successfully completed with references, and identify the involvement of key team members. 6. Provide a detailed work plan and scope of services to complete the design and construction process for the project in accordance with the implementation schedule outlined in the Capital Facilities Plan. 7. Explain your firm’s internal polices and procedures related to work quality and cost and schedule control on a project. IV. Submission of Proposals Proposals will be received by Francis City no later than 4:00pm on November 28, 2012, at the city office located at 2317 South Spring Hollow Road, Francis, Utah, 84036. Submit seven (7) copies of the proposal clearly identified as “Francis Wastewater Facility – Proposal for Engineering Services” in a sealed envelope addressed to Mayor Lee Snelgrove. Section Process The award of the contract shall be based upon the following factors: 1. Firm Background – 5 points 2. Project Understanding – 15 points 3. Project Team – 30 points 4. Project Experience – 20 points 5. Detailed Work Plan and Schedule – 25 points 6. Internal Controls – 5 points An internal selection committee formed by Francis will evaluate and rank the proposals. Francis, with the consent of the City Council, will then negotiate a fair and reasonable design and construction management contract with the top ranked consultant, in accordance with Utah Procurement Code (63G-6-704), and then, if necessary, with the second and/or third ranked consultants as outlined in said statute. After award of the design contract, notice to proceed is contingent upon completion of the environmental assessment and successful approval of the project bond and property acquisition by Francis. Francis intends to use the selected consultant for both design and construction management but reserves the right to select a consultant for the construction management contract by issuing a request for proposals.
