Notice is hereby given that the Planning Commission of the City of St. George, Washington County, Utah, will hold a meeting in the City Council Chambers, 175 East 200 North, St George, Utah, on Tuesday, November 13, 2012, commencing at 5:00 p.m.

1. FINAL PLATS
A. Consider approval of a final plat for “Entrada at Snow Canyon – Chaco West – Phase 2” to create a one (1) lot single family subdivision. The representative is Mr. Kevan Bundy, Bundy Surveying Inc. The property is zoned PD-R (Planned Development Residential) and is located in the Entrada Development at approximately 2800 West and 2630 North (on the north end of Tacheene Drive). Case No. 2012-FP-031. (Staff –Todd J.).
B. Consider approval of a final plat for “Estates at Hidden Valley Phase 6” to create twenty (20) single family residential lots. The representative is Mr. Jim Raines, Bush and Gudgell. The property is zoned PD-R (Planned Development Residential) and is located in the Hidden Valley development at approximately 350 East and 3550 South (east of Lake Placid Drive and south of Rome Drive. C. Consider approval of a final plat for “Sun Valley Estates Phase 11” to create fourteen (14) single family residential lots. The representative is Mr. Roger Bundy, R & B Surveying. D. Consider approval of a final plat for “Sun River Phase 25” to create twenty-one (21) single family residential lots. The representative is Mr. Brandon Anderson, Rosenberg Associates. The property is zoned PD-R (Planned Development Residential) and is located in the Sun River development at approximately 1935 West and 4800 South (Autumn Bloom Drive and Whisper Point Drive). E. Consider approval of a final plat amendment for “Stone Cliff Phase 10” to create sixty-four (64) single family residential lots. The representative is Mr. Kay Traveler. The property is zoned PD-R (Planned Development Residential) and is located in the Stone Cliff development at approximately 2000 East and 2000 South (Cobalt Drive and Jade Drive and Pinnacle Drive). F. Consider approval of a final plat amendment for “East Ridge Phase 6” to create nineteen (19) single family residential lots. The representative is Mr. Warren Hannig. The property is zoned R-1-8 (Single Family Residential 8,000 square foot minimum lot size) and is located on the top of Foremaster ridge at approximately 1600 East and 50 South. G. Consider approval of a final plat amendment for a thirteen (13) unit / pad residential subdivision for “The Flats at South Point Phase 2” The representative is Mr. Eric McFadden, Premier Design and Engineering. The property is zoned R-3 (Multiple Family) and is located on the north side of 450 North Street and south of Desert Hills High School at 2860 East Street. Case No. 2012-FPA-034. (Staff –Todd J.).
2. ZONE CHANGES – PUBLIC HEARINGS (5:00 P.M.)
A. Consider a zone change request from R-1-10 (Single Family Residential 10,000 square foot minimum lot size) to PD-R (Planned Development Residential). The purpose is to add to the Pointe Vista Condos property to allow the construction of a parking structure and a sport court on the 0.31 acre parcel. Generally located at 1808 West Canyon Drive. Point Vista Condos Home Owners Association is the applicant. Case No. 2012-ZC-022. (Staff – Craig H.).

B. Consider a zone change request from PD-R (Planned Development Residential) to PD-C (Planned Development Commercial) on 1.89 acres and a zone change amendment to add “Private Hobby and Storage Garages” to the PD-C zone use list. The applicant is Sun River Development. The property is generally located on Bluegrass Way northwest of the existing Fire Station. It is proposed to develop on the site self storage (mini storage), RV storage, and private hobby and storage garages Case No. 2012-ZCA-019. (Staff – Ray S.)
3. PRELIMINARY PLATS
A. Consider a preliminary plat request for “Villa Highlands at Hidden Valley” to create one hundred and sixty four (164) townhomes on 26.14 acres. The owner and applicant is Ivory Homes, and the representative is Mr. Darin Haskell. The property is zoned PD-R (Planned Development Residential). The property is located south of Hidden Valley Drive and west of Athens Drive. Case No. 2012-PP-017. (Staff – Wes J.).
B. Consider a preliminary plat request for “Hidden Valley Open Space” (a hillside and open space dedication plat). The owner is SITLA (State Institutional Trust Lands) which wishes to dedicate the land to the City of St George. The representative is Mr. Jim Raines, Bush & Gudgell, Inc. The property is zoned OS (Open Space) and is located in Section 18, T43S, R15W, SLB&M. The property size is 82.29 acres. Case No. 2012-PP-024. (Staff – Wes J.).
C. Consider a preliminary plat request for “Desert Canyons Xtreme Sports Park.” The owner(s) are Quality Venture One LC, Quality Excavation Inc., Mesa Canyon LLC, and Quality Development LLC. The representative is Mr. Curt Gordon. The property is zoned Resort and AVI and is on 63.43 acres consisting of the existing wakeboard park, motocross and adjacent undeveloped land. The property size is located off of Desert Canyons Parkway. Case No. 2012-PP-023. (Staff – Wes J.).
4. CONDITIONAL USE PERMIT
Consider a request for a conditional use permit to establish and operate a ‘Residential Facility for the Elderly’ out of a single family residence for a maximum of three (3) elderly persons located at 74N 660 West. The applicants are Mr. and Mrs. Attig. The zoning is R-1-8 (Single Family Residential 8,000 square foot minimum lot size). Case No. 2012-CUP-011 (Staff – Ray S.).
