- NOTICE AND AGENDA Notice is hereby given that the Garland City Council will hold an Emergency City Council meeting on the 11th day of October 2012 at the Garland City Civic Center. Such meeting shall begin promptly at 7:00 p.m. The Mayor reserves the right to modify the sequence of agenda items in order to facilitate special needs. The agenda shall be as follows: 1.
