NOTICE OF PUBLIC HEARINGS
UTAH TRANSIT AUTHORITY
RE: Proposed Changes to ADA Paratransit Services
I. The Utah Transit Authority is proposing changes to ADA Paratransit services in all counties included in its service district. UTA has experienced reduced sales tax revenues from the ongoing economic recession and is cutting budgets in all divisions. These proposed changes to ADA paratransit are part of an agency-wide effort to cut operating costs to meet budget shortfalls. The proposed changes are:
• Reducing the service area for ADA paratransit services to only include origins and destinations within ¾ of a mile on any side of an existing fixed bus route with all day service. The service area will also include origins and destinations within ¾ of a mile of TRAX, MAX bus rapid transit and FrontRunner stations. The ¾ mile service area will not apply to bus routes that run only in the morning and evening, ski, commuter/express, fast bus, route deviation services or other services not required by ADA regulations.
• Eliminating all discount fares on ADA paratransit service, specifically the monthly paratransit pass and discounts on multi-trip coupon books.
• Increasing the ADA paratransit one-way fare to double the full fare charge of the non-discounted fixed-route adult one-way fare (e.g. when the local fare is $2, the ADA paratransit one-way fare would be $4). If applicable, fuel surcharges still apply.
The proposed changes to ADA paratransit service still comply with all federal ADA requirements and are proposed for implementation in July or August of 2009.

II. At the hearings, the Utah Transit Authority will afford an opportunity for affected citizens, private transportation providers, public officials and interested agencies to comment on the proposed changes.
III. THE FORMAT FOR THE PUBLIC HEARINGS WILL BE AS FOLLOWS:
a. Presentation by a UTA representative regarding the proposal at the commencement of the hearing.
b. Public comment period immediately following presentation. Comment may be given orally or in written format.
IV. To assure full participation at the hearing, accommodations for effective communication, such as sign language interpreters or printed materials in alternative formats, or a language interpreter for non-English speaking participants, must be requested at least five (5) working days prior to the date of the scheduled event. Requests for ADA accommodations should be directed to the UTA ADA Compliance Officer at 801-287-3536 or dial 711 to make a relay call. To request a language interpreter, please contact the UTA Hearing Officer at hearingofficer@rideuta.com or 801-287-2214.
V. Relevant information about the proposed changes will be available at the public hearings or may be reviewed online at www.rideuta.com or in person at the UTA offices, 3600 South 700 West, Salt Lake City, Utah from March 30, 2009 until May 15, 2009. Written comments or email comments may be submitted to the following address: UTA Hearing Officer, Utah Transit Authority, 3600 South 700 West, Salt Lake City, UT 84119 or email directly to hearingofficer@rideuta.com. Phone calls about the proposal may be directed to the UTA Hearing Officer at 801-287-2214. Comments must be postmarked or received by 5:00 p.m. on May 15, 2009 to become part of the public hearing record.
