MIDWAY CITY COUNCIL REGULAR MEETING Wednesday, 9 May 2012, 7:00 p.m. Midway Community Center, City Council Chambers 160 West Main Street, Midway, Utah 6:00 – Budget Meeting – The Budget Meeting will be Open to the Public and will be Held in the Conference Room of the Midway Community Center. 1. Tentative FY 2013 Budget – Consider Recommendations for the Tentative Fiscal Year 2012-2013 City Budget 6:30 – Briefing Meeting/Department Reports – The Briefing Meeting will be Open to the Public and will be Held in the Conference Room of the Midway Community Center. No Official Action will be Taken. 7:00 – City Council Meeting 1. Opening Remarks or Invocation; Pledge of Allegiance; Roll Call 2. General Consent Calendar Be it hereby moved that the following general consent calendar items stand approved: a. Agenda for the 9 May 2012 City Council Regular Meeting b. Warrants c. Minutes of the 11 April 2012 City Council Regular Meeting d. Minutes of the 25 April 2012 City Council Budget Meeting e. Tentative FY 2013 Budget for Midway City f. Hold a Public Hearing on 13 June 2012, 7:00 p.m. at the Midway Community Center to Receive Public Comment on the Tentative Fiscal Year 2013 Midway City Budget 3. Development Consent Calendar Be it hereby moved that the following development consent calendar items stand approved: a. Release the Two Year Warranty Bond for the Deer Ridge Estates Subdivision Located on the Northeast Corner of Burgi Lane and Interlaken Road 4. Jagati Farms at Remund Dairy (Dave Donaldson and Scott Nelson) – A Proposed Agricultural Development on the South Side of 600 North at Approximately 300 West a. Presentation – Receive a Presentation on the Proposal b. Discussion – Discuss the Proposal 5. Walker Ranch/Preliminary and Final Approval (Paul Berg) – A Request for Preliminary and Final Approval for the Walker Ranch, a One Lot Subdivision on 14.82 Acres, Located North of Dutch Fields and East of Burgi Hill Ranches (Zoning is RA-1-43). Recommended with Conditions by the Midway City Planning Commission. a. Presentation – Receive a Presentation on the Request b. Public Hearing – Receive Public Comment on the Request c. Action – Discuss and Possibly Approve the Request 6. Resolution 2012-11/Walker Ranch Development Agreement – Discuss and Possibly Approve a Resolution Adopting a Development Agreement for the Walker Ranch Subdivision Located North of Dutch Fields and East of Burgi Hill Ranches. 7. Valais PUD, Phase VIII/Master Plan Amendment (Paul Berg) – A Request for a Master Plan Amendment of Phase VIII of the Valais PUD Locate at Approximately 1500 North and 100 East (Located in the RA-1-43 Zone). Recommended with Conditions by the Midway City Planning Commission. a. Presentation – Receive a Presentation on the Request b. Action – Discuss and Possibly Approve the Request 8. Turnberry Woods PUD, Phase III/Second Plat Amendment – A Request for a Second Amendment of Phase III of the Turnberry Woods PUD Located at Approximately 991 West Links Drive (Located in the R-1-22 Zone). a. Presentation – Receive a Presentation on the Request b. Public Hearing – Receive Public Comment on the Request c. Action – Discuss and Possibly Approve the Request 9. Ordinance 2012-13/ Definition of Frontage – Ordinance 2012-13 would Amend Chapter 16.2 (Definitions) of the Midway City Municipal Code to Add a Definition for Frontage. Recommended by the Midway City Planning Commission. a. Presentation – Receive a Presentation on the Ordinance b. Public Hearing – Receive Public Comment on the Ordinance c. Action – Discuss and Possibly Approve the Ordinance 10. Ordinance 2012-14/Frontage on Cul-de-Sacs – Ordinance 2012-14 would Amend Chapter 16.13 (Supplementary Requirements in Zones) of the Midway City Municipal Code to State the Minimum Frontage for Lots, on the Bulb of a Cul-de-Sac, and Corner Lots. Recommended with Conditions by the Midway City Planning Commission. a. Presentation – Receive a Presentation on the Ordinance b. Public Hearing – Receive Public Comment on the Ordinance c. Action – Discuss and Possibly Approve the Ordinance 11. Resolution 2012-10/Budget Amendment – A Resolution Amending the Fiscal Year 2012 Budget a. CDRA Meeting – Convene as the Community Development and Renewal Agency of Midway City (See Separate Agenda) 13. Centerline Curb/Rocks (Sheldon Schmit) – A Request to Install Centerline Curb and Rocks on the Curve of Center Street at Approximately 750 North a. Presentation – Receive a Presentation on the Request b. Action – Discuss and Possibly Approve the Request 14. Storage Building Contract – Discuss and Possibly Award a Contract to Provide a Metal Building for Storing Salt and Other Items 15. Storage Building Construction and Assembly Contract – Discuss and Possibly Award a Contract for the Construction and Assembly of a Building for Storing Salt and Other Items 16. Town Hall Rehabilitation – Receive a Final Report on the Rehabilitation of the Midway Town Hall Located at 140 West Main Street 17. Risk Management Training – Receive Training on Managing Risk and Reducing Liability 18. Financial Report – Receive a Report on the Finances for Midway City 19.
