City Attorney Introduction and Presentation B. CALL TO ORDER - 6:00 PM: 1. Call to Order - Mayor Catlin 2. Pledge of Allegiance - Councilman Campbell 3. Statements of Belief/Opening Prayer - Councilwoman Preslar C. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members. D. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from October 21, 2026, City Council Meeting. E. REPORTS: 1. Ash Creek Special Services District Representative - Mike Chandler 2. Hurricane Valley Fire District Representative - Chief Robert Hooper 3. Assistant City Manager - Darrin LeFevre 4. City Manager - Ben Billingsley 5. City Council Board Reports F. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. Please note there may be no response by any City official during this time. For specific questions, please contact staff directly. G. BUSINESS ITEMS: 1. Discussion and possible action on Resolution 2026.XX - a resolution adopting a code enforcement policy. 2. Discussion and possible action on Resolution 2026.XX - a resolution adopting a policy for the acceptance of donations and sponsorships. 3. Discussion and possible action on Resolution 2026.XX - a resolution extending the period for expenditure of water and streets impact fees. 4. Discussion and possible action on a mutual termination of interlocal revenue pledge agreement with Washington County. H. WORK ITEMS: 1. Discussion on tree maintenance. I. CALENDAR OF EVENTS: 1. Veterans Day Cinnamon Rolls - Wednesday, November 11th from 8:00 a.m. to 10:30 a.m. at the Toquerville City Offices. 2. Christmas Tree Lighting - Monday, November 30th at 7:00 p.m. at the Toquerville City Hall. 3. Winter Community Clean-up - Saturday & Sunday, December 5th and 6th. Dumpsters at TRE Park, Center Street Park, Westfield Park and Toquerville Heights (Rim View Drive near the mailboxes). J. CLOSED MEETING: Discuss litigation, security, property acquisition or sale or the character and professional competence or physical or mental health of an individual (if needed). K.
