- MORGAN COUNTY PLANNING COMMISSION NOTICE OF PUBLIC HEARING Proposed Land Use Code Text Amendment - Commercial Aviation Uses and Short-Term Aviator Lodging PUBLIC NOTICE IS HEREBY GIVEN that the Morgan County Planning Commission will hold a public hearing on Thursday, November 12, 2026, at 6:30 p.m., in the Morgan County Commission Chambers, located at 48 West Young Street, Morgan, Utah 84050. Purpose of Hearing The Morgan County Planning Commission will receive public comment and consider a proposed amendment to the Morgan County Land Use Code, including ยงยง 155.132, 155.680, and 155.736, relating to commercial aviation activities within the Morgan County Airport Overlay Zone (AOZ) and the underlying Commercial Buffer (CB) zoning district. 1. Establish permitted and conditional use classifications for twelve commercial aviation and airport-supporting activities, including aircraft sales, maintenance, repair, flight training, fixed-base operations, aviation fuel services, and related commercial uses. 2. Expressly authorize Short-Term Aviator Lodging as a C3 conditional use within qualifying commercial aviation facilities on Morgan County Airport property. 3. Establish supplemental land-use, operational, and safety standards for short-term aviator lodging. 4. Clarify the relationship between the Airport Overlay Zone and the underlying Commercial Buffer zoning district. 5. Reconcile commercial airport use classifications with existing conditional use and airport operating requirements. The proposed amendment is intended to clarify allowable commercial activities at Morgan County Airport while maintaining applicable land-use, building, fire, airport safety, and commercial ground lease requirements. PUBLIC PARTICIPATION All interested persons are invited to attend and provide public comment. Written comments may be submitted to Kate Becker, Morgan County Administrative Manager and Zoning Administrator, at kbecker@morgancountyutah.gov no later than November 11th, 2026, at 6:30 p.m. Submission of written comments does not preclude or limit the opportunity to provide verbal public comment at the hearing. Application materials and the proposed agreement may be reviewed through the Morgan County Planning and Development Services Department.
