NOTICE OF PUBLIC HEARING Proposed Amendments to Morgan County Code, Chapter 155 - Land Use Notice Requirements and Procedures Date: Thursday, November 5, 2026 Time: 6:30 p.m. Location: Morgan County Commission Chambers 48 West Young Street, Morgan, Utah 84050 PUBLIC NOTICE IS HEREBY GIVEN that the Morgan County Planning Commission will hold a public hearing on Thursday, November 5, 2026, at 6:30 p.m., or as soon thereafter as the matter may be heard, to receive public comment and consider proposed amendments to Chapter 155 of the Morgan County Code relating to public notice requirements, public hearings, and land use application procedures. The proposed amendments affect the following sections of the Morgan County Code: - § 155.029 - General Plan: Updates public hearing notification requirements. - § 155.031 - Public Hearings, Public Comment, and Public Meetings: Clarifies postponement and continuation procedures. - § 155.032 - Noticing: Updates notification methods, recipients, deadlines, public posting requirements, and procedures for continued hearings. - § 155.444 - Procedure for Subdivision Plat Amendments: Clarifies hearing requirements, objection deadlines, and notice procedures. - § 155.445 - Notice: Updates subdivision plat amendment notification requirements and statutory references. - § 155.515 - Wireless Telecommunication Facilities: Clarifies public notice and property posting requirements. - § 155.534 - Development Agreement Procedures: Clarifies Planning Commission review, public hearing, and notice requirements for certain development agreements. The proposed amendments are intended to align County notification procedures with applicable Utah law, eliminate unnecessary newspaper publication requirements, clarify the distinction between continued application consideration and continued public hearings, and establish consistent notice procedures for land use matters. PUBLIC PARTICIPATION All interested persons are invited to attend and provide public comment. Written comments may be submitted to Kate Becker, Morgan County Administrative Manager and Zoning Administrator, at kbecker@morgancountyutah.gov no later than November 4th, 2026, at 6:30 p.m. Submission of written comments does not preclude or limit the opportunity to provide verbal public comment at the hearing. Application materials and the proposed agreement may be reviewed through the Morgan County Planning and Development Services Department.
