Copeland moved, seconded by Tom, to adopt the Minutes as written. Roll Call Vote: Mayor Dutson-Aye. Copeland-Aye. Shawn-Aye. Tom-Aye. Jared-Resigned. C. Interview and Discuss Position for Vacant Oak City Town Council. The Mayor had a list of questions for the interview. The Mayor asked the questions to each of the candidates Michael and Chelse'. According to law, the Mayor can not vote. The Mayor started with Michael first. Q: Where do you see Oak City in the next five years? A: A small agricultural community. In 10 years. A: The same. Q: What is the first thing you would change? A: He would delegate responsibilities to parties that are knowledgeable in the areas needed. Make sure the Town is community minded. Getting along. Maybe more events. Q: What are the two best things about Oak City? A: The people and it is still small and agricultural minded. Q: What are the two biggest opportunities with the Town? A: Opportunity for everyone to pitch in and help and some growth handled responsibly; no commercial or industrial but an opportunity for kids to move back. Tom stated that he met a guy the other day that moved to the area from Portland. He said he moved here because of low crime, no graffiti. So how much growth would Michael want to see. Michael felt not too much maybe 800 more people. No more than that. Tom asked how he felt about how the Town spends its money? He stated that there are several very expensive items that the Town needs in the near future but he understands they are needed. Shawn asked him to tell a little bit about himself which he did. Shawn also asked him if he had a plan and Michael stated that he would hope to help things run smoothly. Copeland asked him what he would like to see with the roads. Just maintain what we have. Tom suggested that it is good if someone from the Council or Town can mow streets and so forth. How does Michael feel about technology? He is old fashioned but there are things that is technology that can help things go smoother and easier but not too expensive. Chelse': Q: Where do you see Oak City in the next five years? A: Family-centered community. Growth will come, but need to be smart with the growth. Would like to see more community involvement. More people involved in town meetings, and to know what is happening at the meetings, especially those with young families that can't attend the meetings. Be more socially minded as a Town. In 10 years? Not much growth. No more than about 1,000 total. Q: What is the first thing you would change? A: She has a strong belief that the City Council is available to serve the community and is community minded so just make sure we have each others backs. Look out for one another. She is willing to learn what is going on in the community. Q: What are the two best things about Oak City? A: The community spirit. A willingness to serve each other. Q: What are the two biggest opportunities with the Town? A: Opportunity for everyone to pitch in and help and some growth handled responsibly; no commercial or industrial but an opportunity for kids to move back. Opportunities to grow and get more involvement from the community. Tom: The Town is pretty frugal with its money. Does Chelse' feel that it good or should it be spending more? She likes frugal, no debt if possible. Copeland: Does she have ideas for the streets? Maybe a street light or two or some more stop signs. The Mayor pointed out that the new council person needs to make sure to attend every meeting if possible and take care of the needs of the roads. The Mayor asked Chelse' what sets her apart from Michael? She felt that they are very like minded. She came to Oak City a lot when she was younger and had always wanted to move back. She would like to see a way for kids to come home to Oak City to live. She might be able to contribute more socially to getting word out more than Michael. She will stand her ground. Michael felt he might have a little more ability to run large equipment than Chelse'. However; Chelse' pointed out that she was raised on a farm and can run some large equipment. The Mayor stated that the position is mostly a service position and most months would be one or two hours per month plus time spent at meetings with more busy months being up to 10 or 15 hours a month. There would be a small payment for attending meetings. Most of the work for the new position would be looking at sidewalks and trees. The Mayor thanked Chelse' and Michael for volunteering to fill the position. The Mayor asked for a vote from each Council person: Shawn-Chelse'. Copeland-Michael. Tom-Chelse'. Chelse' will fill the vacancy. Michael was invited to run for the upcoming municipal election next year. D. Public Comment. Kevin Morris, Millard County Commissioner, stated that the County has been talking about requesting that anything east of Highway 50 in Millard County be off limits to annexing. E. The Financial Report was read and Approved by Board Action. The Mayor went through the budget quickly. Net profit on Oak City Days $7,300. Working on getting some of the delinquent accounts on payment plans or paid off. Will write up a contract with those needing help and will waive the late fees for at least one party. F. Departmental Reports. Copeland Anderson. Checked into the Health Department grant but found that is not a guaranteed grant but can be applied for. Have been looking at Christmas decorations for the Town. Most are LED and Copeland doesn't think the Town's light poles can accommodate LEDs. Most are $400, $700 or up to $1,400 each and are 6 or 7 ft. tall. The decoration does come with a fastener. It would most likely cost about $10,000 for ten. Would probably have to do something to the poles so they could provide power for the decorations. The decorations would not be available until early spring of next year. They could be stored in the Hall basement possibly. Copeland thinks the town can get a better price if he were to go after quotes. For now, maybe could get the Youth City Council to do more Christmas decorating. The Mayor would like to see more of the old traditions brought back at the Christmas Eve Program. Voted to continue to look at lights. Will look at where the financing would come in. Will get with Ben on the bell tower upgrade. Will see if he can do it with help. Will look at wood and metal shakes. Will discuss this further next meeting. Shawn Gonder. Had left the meeting and had left no report. Jared Rawlinson. Had resigned. Tom Nielson Have received all the billings for the road work. Ben and Tom with the mayor to the CIB meeting last Thursday. At the meeting they requested a grant for $775,000 and a loan for $1.2 million at 1% for 30 yrs to complete the new well and refurbish the springs for the Town and they got the amount of money they asked for. The request has been submitted to the funding board for final approval in October. Ben called Tom on Monday and said the Well was down. Shim Callister assisted with trouble shooting, but they had to order a new pump. They are waiting to get tests back on the Well. They are expecting the test results to be good. Met with the contractor on the tank projects. They went through everything they will be doing. They will sandblast and the leftover sand will be stockpiled for the Town's use. They will start within the next few days depending on the weather but they are hoping to be done by January. As far as financing the project, the Town will get paid from the loan, and then the Town will make payments to the State on the $550,000 loan. The project will cost only about $300,000. The Town can only get a loan for what it can bond so this might help the Town get a better chance at getting some grant money. G. Miscellaneous. Mayor Dutson. The Mayor goes in for the Community Impact Board (CIB) Meeting October. This should be pretty straight forward. The Division of drinking water meeting isn't until November. The Steeles want to do a bond on their annexation which could allow them to build a home before putting in the infrastructure. There is a list of requirements that they would have to follow. The attorney thought it would have to be put to a vote of the entire Town. The Mayor went to a bond attorney and will hear from him tomorrow but thinks it does need to go to a vote on the ballot. So right now, the Town does nothing and leaves it up to Steeles to see if they want to pursue this. All the power meters are installed. Courtney is working with the company to get them on line. Have $33,000 at the Utah Associated Municipal Power Systems (UAMPS) in a fund. There is a program that will put this in a special fund which UAMPS will deposit matching money. The Mayor will let them know that the Town wants to participate in this. Courtney ran into a situation where someone in Oak City is running a business out of their shed and pays no land fill charges. Kevin stated that there should be a charge for any separate business or building using a second water or power meter. The deal with some homes however; is that the two buildings or a separate business is being served by only one power or water meter or both. These are not paying a second landfill charge. The Mayor suggested charging a landfill charge for every address. Could just bill a second land fill fee to those that have two homes on the same water and power meters. Kevin and the Mayor will both check into this further. Do we want to raise the business license fee? Tom felt to leave it at $25.00. Someone wanted to know if they can get a discount for their utility bill while her husband is deployed. Tom felt this might not be fair where there are widows in Town that aren't getting a discount. Kevin pointed out that there might be a month or two where a deployed person is getting less income before they are actually deployed, but once deployed, they are usually paid more than before deployment so the party should be fine. Council voted not to allow for a discount on military deployment. H. Adjournment. The Mayor adjourned the meeting at 8:48 p.m. Respectfully Submitted, __________________________________ Approved by: ____________________________ Karen K Lovell, Oak City Deputy Clerk Kirt Dutson, Mayor
