City of Aurora City Council Meeting September 14, 2026 Page 1 CITY OF AURORA PUBLIC HEARING & CITY COUNCIL MEETING SEPTEMBER 14, 2026 FINAL Mayor Sprague called the public hearing to order at 7:00 pm. After the public hearing the City Council went into their regularly scheduled meeting where Parker Vercimak gave an opening expression of choice and the Council recited the Pledge of Allegiance. PRESENT: Mayor: Bryan Sprague Council Member: Parker Vercimak Council Member: Amy Croft Council Member: Hunter Whitney Council Member: Andy Rasmussen Council Member: Cory Johnson Maintenance Manager: Jordon Bosh STAFF PRESENT: Recorder: Clint Johnson EXCUSED: VISITORS: Lora Fielding- Salina Sun, Doyle & Jeannie Jones, Matthew Lenhart-Jones and DeMille Engineering, Carson DeMille-Jones & DeMille Engineering, Tambrea Vercimak Public Hearing- Mayor Sprague opened the public hearing to give members of the community some information regarding Aurora City possibly making application to CIB to get funding to study culinary water needs and future growth. Mayor Sprague stated that the water study that was completed in 2018 is no longer valid in that the State of Utah has made changes to some of the requirements needed in a water study and so updating that information would be useful. Carson DeMille from Jones and DeMille Engineering provided the Council with a scope of work document that entailed what the study City of Aurora City Council Meeting September 14, 2026 Page 2 would cover and some of the beneficial information that would be gained from a new water study. Mr. DeMille stated that Jones and DeMille have the expertise and resources to provide a comprehensive study that would benefit Aurora City at a total cost of $65,700.00. He broke the work into three areas, first would be the culinary water master plan (Capitol Facilities Plan) for $42,000.00, second would be a look at Impact fee and user rate analysis for $16,500.00, and finally a 40-year Plan looking at water rights for $7,200.00. Members of the City Council discussed the need to look at all three sections. Looking at user rate analysis data would be helpful in knowing how we compare with surrounding communities and to make sure that we are prepared for any inflationary costs and growth. They also discussed needing a 40-year plan because of the ever-changing dynamics of growth. Being able to project needs for 40 years into the future seems interesting. Mayor Sprague asked if anyone from the community had questions or comments about the water study. Seeing none, the Mayor moved into the regularly scheduled City Council meeting. City Council Meeting- 1- APPROVAL OF MINUTES- The City Council reviewed the minutes of the August 17, 2026 meeting City Council Member Amy Croft moved to accept the minutes of the August 17, 2026 meeting with corrections. City Council Member Andy Rasmussen seconded the motion. The motion was approved by members: Whitney, Croft, Rasmussen, Johnson and Vercimak. 2- OPEN SESSION- No one came forward to address the Council. 3- YOUTH COUNCIL DISCUSSION- Council Member Parker Vercimak stated that turn out has been light for youth council members to sign up for the coming year. Mr. Johnson informed the Council that his office hours are such that may not be ideal for students to pick up applications City of Aurora City Council Meeting September 14, 2026 Page 3 because they are either involved in school activities or still in school. Mayor Sprague stated that he would be in favor of extending the sign up period until next meeting but if there was no further interest, the City would not force having a Youth Council. Mr Vercimak agreed and asked Mr. Johnson to post the notice again on the Facebook page and see if there was any more interest. 4- CHRISTMAS AT WILLOWBEND DISCUSSION AND DONATION REQUEST- Christmas at Willowbend Chairman Tambrea Vercimak came before the Council to discuss upcoming plans for the annual Christmas celebration. Ms. Vercimak said that things were going well for the event and that it will probably be similar to last year's celebration. Ms. Vercimak also requested a donation from Aurora City that would also be the same amount as last year. City Council Member Hunter Whitney moved to donate $750.00 to the Christmas @ Willowbend committee to help with some of their costs for the celebration. This ordinance originally had been obtained from Monroe City and the Planning Commission made a few changes to have it fit Aurora City and the needs we have here. It is likely that this ordinance will only need to be in place for a few years and then be revoked when FEMA approves the new flood zone maps for Aurora City which will not show any area within city limits located in a flood zone. City Council Member Parker Vercimak moved to approve the Flood Zone Ordinance as presented. City Council Member Hunter Whitney seconded the motion. The motion was approved by members: Vercimak, Whitney, Croft, Rasmussen and Johnson. 6- DAY OF SERVICE REVIEW AND RECAP- City of Aurora City Council Meeting September 14, 2026 Page 4 Mayor Sprague thanked the roughly 40 citizens who came out to help with the Main Street beautification project on the Day of Service. The amount of money that was going to be requested was discussed and it was stated that CIB will typically fund one half of the money for planning and the water study. The Council determined that they would earmark $70,000.00 for the study with the hopes of getting half of that money from CIB.
