AMALGA TOWN, UTAH TOWN COUNCIL MEETING MINUTES October 14, 2026 Date Wednesday, October 14, 2026 Time 7:00 p.m. Location Amalga Town Hall, 6590 N 2400 W, Amalga, Utah Meeting Type Regular Monthly Town Council Meeting 1. WELCOME AND PLEDGE OF ALLEGIANCE Mayor David Wood welcomed those in attendance. The Pledge of Allegiance was recited. 2. ROLL CALL Those identified in the meeting record included Mayor David Wood; Council Members Paul Hansen, Mark Cowley, Rayslyn Larsen, and Colette Dursteler; and Clerk Shantrell Ritter. Attendees identified in the notes included Nate Noyes, Charlie Erickson, Michael Bouck, Brian Larsen, Diane Morley, Mike Morley, April Turner, Marilyn Munk, and Deputy Priestley. 3. APPROVAL OF SEPTEMBER 9, 2026 MINUTES The Council considered the minutes of the September 9, 2026 meeting. Colette Dursteler moved to approve the minutes, and Mark Cowley seconded the motion. The motion passed by voice vote. 4. SHERIFF'S REPORT The Sheriff's representative reported that monthly statistics had not been received and that overall activity appeared to be going well. In response to a citizen request, radar enforcement was conducted for approximately 15 minutes near a speed-limit sign; two drivers traveling approximately 52-53 mph were stopped. The representative also discussed continued efforts to monitor traffic near the bridge by the Munk property, noting that a suitable observation location had been difficult to find. Residents raised concerns about a motorcycle and other vehicles traveling at high speeds and producing excessive noise. The Sheriff's representative said efforts would be made to check the area at the reported times. 5. DRAINAGE AND DITCH MATTERS - BRIAN LARSEN The Mayor reported that Town Engineer Eric Dursteler had inspected the drainage area on more than one occasion and taken elevation measurements. The engineer identified the ditch across the road as a likely contributing factor and planned further evaluation. The Mayor reported that Clements had agreed to clean out the ditch. Brian Larsen emphasized the need for consistent inspection and maintenance of culverts, noting sediment buildup and recurring runoff concerns. He recommended establishing a baseline record, including a checklist and photographs, to document culvert conditions and maintenance over time. Larsen offered to help prepare a checklist and serve as a point of contact. He also raised the need for a long-term drainage plan that accounts for future development and system capacity. Council members discussed whether annual inspections would be sufficient, the possibility of cleaning culverts approximately every few years, the Town's responsibilities under its code, and the potential need for engineering review of culvert sizing and drainage alignment. A prior survey from approximately 2008 was mentioned. The possibility of a stormwater fee to support maintenance was discussed, but no fee was adopted. The Mayor stated that the engineer would be invited to the next Council meeting to report on the study and recommendations. The discussion also included cleaning drainage areas before winter and developing a documented maintenance checklist. No formal motion was recorded on this item. 6. INFORMATION TECHNOLOGY POSITION The Mayor reported that Dave Lee had agreed to continue providing basic information technology support for the time being. The Town may need to identify another person for the role in the future. The discussion included website maintenance and posting documents, with Lee indicating that he could post materials provided to him but did not have access to all Town and state website systems. 7. COUNCIL REPORTS Paul Hansen reported on seasonal Town Hall and park maintenance, including mowing through October, locking and cleaning park restrooms for the season, filling an area where a tree had been removed, preparing Town Hall for winter, shutting off sprinklers, and preparing holiday decorations. The Council discussed holding a Town Trunk-or-Treat event on Saturday, October 31, at 6:00 p.m. at Sugar Park. Discussion included publicizing the event through water bills and a notice at Town Hall, and possibly providing refreshments and a children's costume parade. Final arrangements were to be coordinated. Hansen also discussed playground equipment pricing, noting that some larger items were significantly more expensive than anticipated. A possible lending library near Town Hall was raised for future consideration. Colette Dursteler requested grant information and noted that the Town still needed assistance with the youth council. Including a notice in the water bill was discussed. Mark Cowley reported a possible water leak near the Hancocks and said it would be checked. He also described recent pump and electrical issues, including a failed wire and prior equipment repairs. The discussion covered intermittent water-pressure issues and the Town's existing pump system. Rayslyn Larsen reported on discussions with the Town Attorney regarding the subdivision moratorium and pending ordinance revisions. The Council discussed placing a six-month major-subdivision moratorium on a future public-hearing agenda and continuing work on proposed amendments to Town ordinances, including provisions related to penalties and public notice. The discussion included the Town's public-notice requirements and the possibility of aligning Town procedures with applicable state requirements, as well as whether to move regular Council meetings from the second to the third Wednesday of each month. No motion to change the meeting schedule was recorded. The Council discussed which Town body should issue business licenses because Town code and prior practice appeared inconsistent. Further clarification from the Town Attorney was to be sought. The Council also discussed legal guidance concerning the Planning and Zoning Commission chair's previously submitted resignation. The reported legal advice was that the resignation was not effective under the circumstances described and that future appointments or resignations should be addressed by the Council as a whole in accordance with the applicable code. Nate Noyes stated that he and Kelly had agreed that no one would resign until the fuel-station matter was resolved. Members discussed preparing a public clarification consistent with the Town Attorney's advice and website access responsibilities. No formal Council motion was recorded on these matters. 8. MAYOR'S REPORT The Mayor reported that contractors had recently checked water service lines as part of a state-funded effort to identify whether service lines were lead or copper. The work involved checking remaining properties for which the material had not previously been confirmed. A resident expressed concern that advance notice would help residents, particularly older residents living alone, recognize legitimate inspections and avoid confusion with scams. The Mayor acknowledged the concern and apologized for the limited notice. The Mayor also provided an update on the western transportation corridor. He stated that current regional planning efforts were focused on other projects and that the 2400 West corridor remained a long-term possibility without a selected corridor or immediate project schedule. An open house was anticipated in December or January. The Mayor noted that residents interested in Planning and Zoning Commission service had expressed interest and that any future appointments would be brought to the Council for consideration. 9. PAYMENT OF BILLS A motion was made by Paul Hansen and seconded by Mark Cowley to approve October cash disbursements totaling $20,880.48 the motion was passed by voice vote. Following approval, a Council member noted that legal expenses related to the Town's appeal hearings had increased the Town's costs and affected available funds. 10. ITEMS FOR THE NOVEMBER COUNCIL MEETING - A report from Town Engineer Eric Dursteler regarding drainage and the Brian Larsen property, including culvert maintenance and recommendations. - The proposed six-month major-subdivision moratorium and associated public hearing. - The proposed penalty-enforcement ordinance and revised fee schedule, with written materials prepared for public review. - Continued discussion of the Planning and Zoning Commission matter and a possible public clarification based on advice from the Town Attorney. 11. ADJOURNMENT A motion to adjourn was made by Paul Hansen and seconded by Rayslyn Larsen. The motion passed by voice vote. Minutes are not official until approved by the Town Board
