October,15th 2026 Time: 7:00 PM. Mayor: Dale Pollock Clerk: Jessica Franklin Town Board Members: Cliff Mathews, Rowdy Miller, Jennilee Shakespear, Diane Ward Open Public Comments -Dale opened to welcome everyone. He called Jenny Shakespeare over the phone to join the meeting as a board member. -The previous town board minutes were tabled. The were not printed out. -Heather Johnson wanted to be added to the agenda before planning and zoning. Dale accepted motion, Diane adopted motion, and Cliff second. Heather Johnson took the floor. She asked for a business license. She and her husband sell coffee and other products. Rowdy made the motion and Cliff second. The motion was granted for American Backbone Coffee to get a business license. Planning and Zoning Committee -Gale Moore took the floor. She asked the mayor if he had spoken with Kathy and Mike Murphey. They are putting two 40ft. connex's on their property and would like a water meter because they are ready to start building their house. -Gale and Wade Moore want to be replaced. Gale is willing to be a contact point for now until a replacement is found. -Jessica will get extra town hall keys made for her and other members. Fire Department -The fire chief took the floor. -The fire truck engine has been fixed. -Flyers were handed out to everyone. The show a goal of the fire rating and where he would like the department to be at. If the fire rate drops it will benefit the residents of Henrieville. Their insurance premiums may drop by 45%. IOS rating is at class 10. His goal is to get down to Class 5. -The burn was rescheduled due to weather. -Burning structures need to be burned by someone with specific certifications. Because of this he will be working with Ron Harris in Tropics department. - Gar receipts will now need to be printed and signed by all firefighters who get gas. - Fire chief asked to put Seth Marlor on the car to get fuel when he is not around. Permission granted. -Trunk or Treat is coming up and he asked that sticker, wristbands, etc., be ordered. Parks and Recreation - Fire pit benches were completed. -The will start decorating trees. -They will need to order more lights if they run out. -Fire department will move and exchange fridges. -Nativity scene will be put up after Thanksgiving. Water Department -Bart Palmer spoke with Rowdy. He wants a culinary water hookup. Rowdy answered questions to the best of his knowledge but instructed him to speak to the proper channels as he is not over the water department. -Dale said there are people who are first in line and it is not going to happen as of yet. -Jenny said that right now there is no water to give him out where he is at this time. -Jenny has the book on who needs water meters. She will go over those and let everyone know what is needed. -There was an irrigation leak. It has been fixed. There was a man hole, air vac, that was covered 1 ft below asphalt. It has been fixed and put back to level. Town Road Department A-Ok-Tree service was called to do a bid on 3 different trees that are hanging over the roads. The bid the work at $4,000. They will haul all trees away. -Dale asked for permission from Rowdy to work with U dot. The county wants us to call U dot to see if they will help with finances. -Rowdy gave permission and the board agreed to working with A-Ok-Tree service and U dot. -Still waiting on signs. Rowdy will check with Ann after the 24th of October. -The Bridge is opened and people can now pass. Community Development -JW waste came and has not taken back their dumsters. -They would like to get town main street lights set up for Christmas. -Will ask county for help with funding. Town Finances -Jessica and Dale will go over all town finances and see where we are at with the budget. Other Information -Dale informed everyone of the upcoming changes the town of Panguitch is going to go through. Meeting adjourned at 8:11 pm, October 15th, 2026
