Town Treasurer Tiffany reported that the town's bank accounts had not been correctly reconciled since October 2024, and that she had reconciled them through August 2025. Town Treasurer Tiffany reported that the Utah Division of Drinking Water will begin assessing a fee on drinking water entities. The fee has four categories (residential, commercial, agricultural, and industrial), a minimum of $35 per category, and tiers based on gallons used at the pump house. The council noted that the town's water rate structure and tiers will need review. It also noted that a new rate study and a possible impact fee study may be needed, because the last rate study may fall outside the five-year window. 7. Review Financial Report, Bank Reconciliations And Water Adjustments Or Write Offs The financial report, bank reconciliations, and water adjustments or write-offs were deferred to the next meeting. 8. Job Posting For Town Water Master - Town Council Mayor Huggins reported that the existing Water Master job description was outdated. The council agreed to update it. No public hearing is required because the action is administrative. The council noted that the town currently has only one certified operator. It recommended obtaining a Level 1 operator certification promptly and contacting Rural Water about assistance so the water system does not incur violation points. The cross-connection certification was also discussed. Mayor Huggins reported that the outgoing Water Master, Katherine, offered to stay on and assist until a replacement is in place. The job description will be updated and the position posted in about one week, with the goal of making an appointment at the October meeting. A special meeting may be held if needed. 9. Misc Information Items Mayor Huggins reported that the bridge is expected to open September 11, or September 14 if problems arise. The original target had been the end of August. Mayor Huggins also reported that six residents came to the office that day about water billing issues, and that staff are crediting disputed amounts. A notice about the billing issue appears on every water bill. 10. Review Of Departments a. Water Update - Trent Van Tassell Trent Van Tassell was absent.
