Cleveland Town Council Meeting Pending Minutes September 10, 2026 The regular meeting of the Cleveland Town council was held at the Public Safety Building located at 130 W Main in Cleveland, Utah, on Thursday, September 10, 2026 at 7:00 pm. In attendance were: Mayor Shawna Horrocks, Kristen Vose, and Carl Sitterud. Public Attendance: Minah Rodriguez, Dillon Hickok, Christy Hickok, Jenise Galloway, Deana Murray on phone. Called to order at 7:02 pm. Pledge led by Shawna Horrocks. Minutes: Motion to pass the minutes for August by Mayor Shawna Horrocks. Second by Carl Sitterud. All were in favor, motion passed. Public Comments/Questions: none Item #1 Interview/Discuss/Appoint by vote/Deny new council member from applicants. Minah Rodriguez was the only applicant to apply for the open council spot. Council asked questions about her availability for meetings other than council. Motion to appoint Minah Rodriguez was made by Mayor Shawna Horrocks, with a second by Carl Sitterud. Vote: Kristen Vose-yes, Shawna Horrocks-yes, Carl Sitterud-yes. Voting was unanimous, Minah Rodriguez is appointed to open council spot. Item #2 Swear in New Council member. Clerk swore in Minah Rodriguez as a council member for Cleveland Town. Item #3 Discuss/Approve/Deny Dillon Hickok for a business license for a home jewelry business. Dillon Hickok explained his jewelry business and that it is being done online and through consignment. His business complies with town ordinances. Motion to approve business license for Dillon Hickok was made by Carl Sitterud. Second by Kristen Vose. All were in favor, motion passed. Item #4 Discuss/Approve/Deny Christy Hickok for a business license for a home internet business. Christy Hickok introduced and explained her business. Her business complies with town ordinances. Motion to approve the business license for Christy Hickok was made by Kristen Vose. Second by Mayor Shawna Horrocks. All were in favor, motion passed. Item 5 & 6 were switched due to a time issue for Deana Murray. Item #6 Discuss/Approve/Deny Deana Murray for a business license for an internet sales business. Deana Murray called into the meeting to explain about her business. The business complies with town ordinances. Motion to approve license for Deana Murray's business was made by Kristen Vose. Second by Carl Sitterud. All were in favor, motion passed. Item #5 Discuss/Approve/Deny Jenise Galloway a business license for a photography business. Jenise Galloway introduced and explained her photography business of where, when she does photo shoots mostly away from her house. The business complies the town ordinances. Motion to approve a business license for her photography business was made by Mayor Horrocks. Second by Minah Rodriguez. All were in favor, motion passed. Item #7 Discuss Cleveland Days Report. Heather Holt, Treasurer, explained Cleveland Days finances with spreadsheet data. She went over each event whether money was made or lost. This year some events made money to help with budget. Kristen Vose suggested budgeting to get big canopies and cord covers. Need new credit card reader. Item #8 Discuss/Approve/Deny non-compliant ordinance and water issues. Letter sent to 100 S 200 E about shed in non-compliance that needs to move forward. Item #9 Approve bills and city financials for payment. Motion to pay the bills and city financials was made by Kristen Vose. Second by Mayor Horrocks. Roll Call Vote: Kristen Vose-yes, Mayor Shawna Horrocks-yes, Carl Sitterud-yes, Minah Rodriguez-yes. All were in the affirmative, motion passed. Item #10: Council Reports. Chance Thompson(LEPC): absent Carl Sitterud(Rec): didn't go Shawna Horrocks(CVSSD, EMS): missed EMS. CVSSD will not be putting in gutter on 2nd South after 300 East. Project will move to Grover Lane. Kristen Vose(PZ): Mentioned that the owner of the property along Grover Lane should be talked to about the curb & gutter. Planning & Zoning missed, but all people on agenda were here tonight. Minah Rodriguez: Item #11 Adjourn Meeting. Carl Sitterud made a motion to adjourn the meeting. Second by Kristen Vose. All were in favor, meeting adjourned. Nancy Livingston, Clerk
