Town Council Meeting - 4:00 PM 1 Call the meeting to order 2 Citizen Input 3 Discussion and possible action to adopt Resolution 2026-R-30 appointing an Administrative Law Judge 4 Public Hearing: Receive public comment on proposed fiscal year 2027 budget amendments 5 Discussion and possible action to adopt Resolution 2026-R-31 amending the FY27 budget 6 Public Hearing: Receive public comment on proposed Capital Projects Plan 7 Discussion and possible action to adopt Resolution 2026-R-32 for the Capital Projects Plan 8 Public Hearing: Consideration of amending Section 9-1-2 Of the Town of Alta Municipal Code to adopt the 2024 Edition of the International Wildland Urban Interface Code in accordance with H.B. 41 of the 2026 General Legislative Session of the State of Utah via Ordinance 2026-O-15 9 Discussion and possible action to adopt Ordinance 2026-O-15 for the 2024 Wildland Urban Interface Code 10 Consideration of amending Section 10-6A-5 of the Town of Alta Municipal Code to amend authority to determine setback requirements in Forestry and Recreation Zones from the Town Council to the Planning Commission via ordinance 2026-O-16 11 Discussion and possible action to adopt Ordinance 2026-O-16 amending authority to determine setback requirements 12 Public Hearing: Consideration of amending Section 10-5 of the Town of Alta Municipal Code to amend the Land Use Appeal Authority from the Town Council to an Administrative Law Judge via Ordinance 2026-O-17 13 Discussion and possible action to adopt Ordinance 2026-O-17 updating the Appeal Authority to an Administrative Law Judge 14 Discussion and possible action to adopt Ordinance 2026-O-18 updating an Ordinance enacting the tie-breaking procedure as described in Utah Code Ann. § 20A-1-510(3)(e)(i) and (ii) 15 Alta Ski Area Update, Mike Maughan 16 Mayor's Report 17 Approval of Consent Agenda: - September 9, 2026 Town Council Meeting Minutes - October Staff and Finance Reports - Approve a Professional Service Agreement for Administrative Law Judge as to form approved by Legal Counsel - Approve an agreement with Utah Department of Transportation for Facility Planning Phase 2 funding as to form approved by Legal Counsel - Approve an agreement with a qualified vendor to preform architectural feasibility study 18 Questions regarding Departmental Reports 19 New Business 20 Discussion and possible action to commence a closed meeting to discuss a matter authorized by Utah Code section 52-4-205 21 Motion to Adjourn Notice Provisions: - Motions relating to any of the foregoing including final action may be taken at the meeting. - One or more members of the Town Council may attend by electronic means, including telephonically. Such members may fully participate in the proceedings as if physically present. The anchor location for purposes of the electronic meeting is the ALTA POST OFFICE BUILDING, 10361 EAST HWY 210, ALTA, UTAH - Reasonable accommodations (including auxiliary communicative aids and services) for individuals with disabilities may be provided upon receipt of a request with three (3) working days' notice. For assistance, please call the Alta Town Office at 801-363-5105 - By motion of the Alta Town Council, pursuant to Title 52, Chapter 4 of the Utah Code, the Town Council may vote to hold a closed meeting for any of the purposes identified.
