Intermountain Health Hospital - Conditional Use & Design Review at 45 E 800 South
Intermountain Health (represented by Shaun Salazar, HDR) requests Conditional Use and Design Review approval for a new hospital campus. The campus includes 4 buildings: a 10-story inpatient hospital (221'), a 7-story Medical Office Building (146'), a Central Utility Plant, and a 7-story (88'), 632-stall parking structure with ground floor retail. Rezoned to D-1 Central Business District in 2024, the 9-acre site has an associated Development Agreement (DA) that permits increased building length, and modified ground floor uses. The DA also requires the inclusion of 1 acre of open space, midblock walkways, and a food truck court.
Condition Use - The Council voted to make Hospitals, their accessory uses, and Heliports conditional uses in the D-1 zone, requiring Planning Commission approval to construct.
Design Review - The design review petition requests relief from additional D-1 design standards that were not within the DA. Requested modifications include approval for buildings over 200' in the D-1 zone and increasing front/corner side yard setbacks to accommodate plazas. Additional modifications address glass percentages, durable materials, blank walls, service area screening, onsite parking structure standards, and public improvements. Other requests may arise during the review process.

Intermountain Health - General Plan Amendment & Development Agreement at approximately 750 S Main St
Intermountain Health Services, Inc. is requesting approval for general plan and zoning amendments to support a new off-site parking development for the Intermountain Health (IH) Hospital site. The project includes two components:
- Construction of a 7-story parking structure with 632 stalls. The garage will include ground floor retail and a third-level enclosed pedestrian skybridge over Main Street (a city-owned road) to provide direct access to the IH Hospital campus at 45 E 800 South. Vehicular access to the garage is proposed to be along Main and Richards Streets.
- Expansion and reconfiguration of an adjacent existing, noncomplying surface parking lot, which is owned and operated by Ken Garff Enterprises. Vehicular access will remain along 800 South, with a new drive approach on Richards Street.
Required Approvals:
1. General Plan Amendment: This would amend language in the Downtown Plan, which currently prohibits skybridges, to explicitly allow them 'when in connection to a hospital, healthcare facility, or a parking structure serving such facilities.'
2. Zoning Amendment / Development Agreement: The applicant is requesting approval of a development agreement that establishes specific construction and operational rules for the off-site parking structure and surface lot. Because this proposed agreement could supersede several of the City's standard rules and regulations, it requires formal zoning amendment approval.
Project Location: 750 S Main Street
Application Type: General Plan Amendment & Zoning Amendment / Development Agreement
Petition Number: PLNPCM2026-00821 & PLNPCM2026-00852
Zoning District: D-2 Downtown Support District
