Notice of Meeting of the Planning Commission of the City of Richfield Sevier County, Utah PUBLIC NOTICE IS HEREBY GIVEN that the Planning Commission of Richfield City, Sevier County, Utah, will hold a meeting on Wednesday, October 7, 2026, at the Richfield City Center, Richfield, Utah, commencing at 6:00 p.m. The agenda for the meeting is as follows: (NOTE: The agenda may be accelerated or the line items may be discussed in any order.) 1. Roll Call 2. Conflict of Interest Disclosure - 3. Public Hearings - a. Hold public hearing to receiving public comment concerning a proposed amendment to the Richfield City Code 16.12.050. The proposed ordinance would amend requirements for flag lots, including minimum access-strip and driveway standards, building height and lot coverage limitations, emergency vehicle access, fire hydrant proximity, automatic pressurized fire sprinkler requirements, driveway turnarounds, and related emergency access requirements. 4. Approval of Minutes - Approve minutes of the September 2, 2026 meeting. 5. Administrative actions a. Kinnon Peck to request a conditional use to operate an open/outdoor storage dealership for used vehicles at 253 East Annabella Road (a C-1 Use in a M-D zone). b. Carlee Thomas to request a conditional use to move her massage business into her home at 555 West 200 North (A C-1 Use in an R1-10 Zone). c. Shantel Kesler to request a conditional use to operate a nail services and hair styling business out of her home at 257 W 100 N (A C-1 Use in an R1-10 Zone). d. Clayton Hutchinson to request a drive through window for My Package Guy at 310 South 100 East. (A C-2 Use in a Commercial Shopping Zone). e. Recommend approval of an ordinance amending the Richfield City Code 16.12.050 concerning requirements for flag lots, including minimum access-strip and driveway standards, building height and lot coverage limitations, emergency vehicle access, fire hydrant proximity, automatic pressurized fire sprinkler requirements, driveway turnarounds, and related emergency access requirements. 6.
