A. Mobile Crisis Outreach Team (MCOT) Evaluation Report, Grant Sunada/Kelton Couperus Presentation on the program evaluation of Tooele County's Mobile Crisis Outreach Team (MCOT); including an overview of the evaluation methodology, key findings, program performance, and opportunities to inform future planning and service delivery. The evaluation was conducted at the direction of the county Human Services and Public Health Departments and prepared by Kelton Couperus, BYU Master of Public Health intern.
B. Tooele County Sheriff's Department Building Study, Dugan Frehner
Moca Services has completed a comprehensive assessment of the Tooele County Sheriff's Office's future expansion and facility needs. This presentation will review the methodology and process behind the study.
C. McGrath Consulting Group, Victoria McGrath
McGrath Consulting Group will present their findings on the updating the pay and compensation study.

A. External Financial Audit for Year Ending December 31, 2026 - Squire & Company, Nathan Harris
The County received three proposals in response to its RFP for external audit services. Squire received the highest evaluation score and offered the lowest cost, with a not-to-exceed amount of $62,000. Following review at its meeting, the Audit Committee recommended awarding the contract to Squire.

Human Services: $25,000: The transfer is to pay for a position within the corrections that went from 1/2 time to 3/4 time.
Information Technologies: $55,670.12: The transfer is moving money from the software expense account to the capital projects to pay for the council chambers audiovisual upgrade.

C. Amendment To Food Service Agreement
This amendment adds an optional food takeout program that allows inmates to purchase additional food items from the County's food service provider at their own expense, beyond the three regularly provided daily meals. Under the amendment, Tooele County will receive a 10% commission on sales generated through the program.
