Work Session
1. Subdivision Code Updates
The commission discussed simplifying subdivision codes to encourage development while maintaining appropriate infrastructure standards. They explored distinguishing between minor subdivisions for infill projects and major developments requiring formal agreements. Potential code revisions include making open space requirements optional and adjusting lot size standards to improve housing affordability. The participants addressed concerns regarding fair competition for developers who have already invested in significant infrastructure.

Land Use Training by SERDA
Todd Thorne was present at the meeting and he presented a training in the form of a questions and answers session. The group went over and discussed topics such as, rezoning and zone changes, including the different size requirements. They discussed different scenarios involving residential and commercial zones. Todd provided some suggestions of best practices when it comes to dealing with a zone change request. They talked about modular homes, variances, setbacks, hardships and ways to avoid problematic situations. They also discussed different topics in the state code, and they answered questions about who approves certain things. The group discussed moderate income housing requirements. Todd Thorne explained that while communities are required to have a plan, they are not necessarily forced to mandate specific affordable housing numbers. Instead, he suggested that cities can offer incentives, such as density offsets or reductions in building permit fees, to encourage developers to set aside a portion of lots for moderate-income families
