- WCSSD PUBLIC NOTICE 10/07/2026 THE TIME OF THE PUBLIC NOTICE HAS CHANGED TO 6: PM AS STATED BELOW: NOTICE IS HEREBY GIVEN that a public hearing will be held on Wednesday October 7, 2026, at 6:00 P.M., in the Council Chambers of the Wasatch County Administration Building, 25 North Main Street, Heber City, Utah. Regarding a bill passed in the General Legislative Session, H.B. 53, Litter Cleanup Amendments. This legislation mandates that all permitted landfills and transfer stations within the State of Utah implement a fee for vehicles arriving with unsecured loads. This measure aims to reduce roadside litter and fund state-wide abatement programs. The effective date of the legislation was May 7, 2025. Administrative rules require facilities must commence collection of the minimum $10.00 unsecured load fee, no later than July 1, 2026. Compliance with this collection start date is mandatory for all identified facilities. This will affect the Wasatch County Transfer Station located at 2015 W 3000 S Heber, UT
