Invitation
Panguitch City invites bids from qualified contractors to furnish the labor, materials, equipment, supervision, and incidentals required to construct the concrete footings, pedestals, interior shop slab, exterior concrete pads, trench drains, and related work for a new municipal shop.
The City intends to proceed with procurement before completion of the final building-specific structural calculations because of the approaching cold-weather construction season. The base slab and pad layout is defined in Exhibit A. Footings shall be bid using the preliminary footing basis in this request and the prior-project calculations in Exhibit B. Final stamped structural drawings will be issued before footing or structural slab construction.
Bid structure
The slab, pads, trench drains, main shop footings, site work, and associated concrete work shall be bid as one base price. Cold-weather concrete protection shall be priced separately. The planned lean-to will require additional footings, but those footings are not included in the base bid and will be negotiated directly with the successful bidder after the lean-to footing requirements are established.
Project schedule
- Bidder shall state its earliest mobilization date and anticipated working days to complete the work.
- Panguitch City may award promptly after bid review. Work may begin only after written authorization and issuance of the information required for that phase.
- No footing, pedestal, anchor bolt, or structural slab concrete shall be placed until the City issues the final stamped structural requirements applicable to that work.
- Cold-weather concrete protection shall comply with the final specifications and accepted industry practice. Bidder shall separately state cold-weather protection pricing on the Bid Form.
Project scope
The anticipated work includes the following. The contractor shall verify site conditions and quantities before bidding and shall identify any exclusions in the bid.
- Mobilization, survey/layout, coordination with the City, building supplier, and structural engineer, and protection of adjacent improvements.
- Excavation, subgrade preparation, proof rolling, removal of unsuitable material as authorized, imported fill as needed, aggregate base placement, grading, and compaction.
- Forming, reinforcing steel, bar supports, concrete, placement, consolidation, finishing, curing, saw cutting, construction and isolation joints, and cleanup.
- A nominal 60-foot by 90-foot, 6-inch shop slab reinforced with No. 3 bars at 24 inches on center each way.
- A nominal 60-foot by 30-foot west exterior pad and 60-foot by 30-foot east exterior pad, each 6 inches thick and reinforced with No. 3 bars at 24 inches on center each way.
- Shop slab graded at 1 percent toward two 70-foot trench drains centered east to west within the shop. Exterior pads graded at 2 percent away from the shop.
- Two complete 70-foot trench drain runs, including excavation, setting, concrete encasement, grates, end treatments, outlet connections, and restoration. Bidder shall identify the proposed drain manufacturer, model, loading classification, clear width, and outlet assumptions.
- Main shop isolated spread footings, concrete pedestals, reinforcing, and cast-in-place anchor bolts based on the preliminary footing schedule below and adjusted to the final stamped design.
- Lean-to footings are excluded from the base bid. Their scope and price will be negotiated directly with the successful bidder after the final lean-to design is available.
- Coordination of anchor bolt templates, base plates, and column locations with the metal-building supplier before placement.
Preliminary concrete and base assumptions
The following assumptions establish a common bidding basis and may be revised by the final drawings:
- Concrete: 4,000 psi at 28 days unless the final design requires otherwise. Exterior concrete shall be air entrained for freeze-thaw exposure.
- Slab and pad thickness: 6 inches.
- Slab reinforcing: No. 3 bars at 24 inches on center each way, supported near mid-depth. Welded wire reinforcement is not an approved substitute unless accepted by written addendum.
- Aggregate base: include 6 inches of compacted untreated base course beneath shop slab and exterior pads. State the material source and compaction method in the bid.
- Vapor retarder: include a minimum 15-mil vapor retarder beneath the enclosed shop slab; lap and seal penetrations and seams. No vapor retarder is required beneath exterior pads unless directed.
- Jointing: include isolation joints at columns, pedestals, walls, drains, and fixed objects, and a coordinated saw-cut or formed-joint layout appropriate for a 6-inch slab. Final joint layout is subject to City approval.
Preliminary footing basis
The prior calculations for a nominal 90-foot by 60-foot steel building used the following footing types. These dimensions are a pricing basis only. They are not approved construction dimensions for the Panguitch City building.

Anchor reference. The prior calculation evaluated a 3/4-inch-diameter cast-in-place J- or L-bolt with 14 inches effective embedment and a 12-inch by 6.5-inch by 1/2-inch base plate. The new building supplier and structural engineer will establish the final bolt material, diameter, embedment, projection, spacing, template, and base plate requirements.
Pending final structural design
Bidders shall expect the final design to be generally similar to the preliminary footing basis, with possible modest revisions to footing dimensions, depth, pedestal size, reinforcing, anchor bolts, column locations, and quantities. The final stamped construction drawings and approved metal-building reactions will govern the work.
The base bid shall allow for minor revisions to the main shop footings when the final design is issued. If the final design materially changes the scope or quantities, the City and contractor will negotiate a written change order before the changed work begins. The contractor shall promptly notify the City of any final-design requirement that materially differs from the preliminary footing basis.
The prior calculations are provided for estimating context only and shall not be used for construction, anchor placement, inspection, or code compliance on the new building.
Contractor responsibilities
- Hold the applicable Utah contractor license and obtain permits assigned to the contractor in the final agreement.
- Verify dimensions, grades, access, utilities, drainage outlets, and existing conditions before starting work.
- Submit concrete mix designs, reinforcing submittals, trench-drain information, joint layout, curing method, and proposed placement sequence before placement.
- Coordinate required inspections and provide concrete tickets, compaction test results, reinforcing inspections, and other quality-control records requested by the City.
- Do not cover reinforcing, anchor bolts, vapor retarder, or subgrade/base work before required inspection.
- Protect fresh concrete from freezing, precipitation, traffic, equipment damage, and premature drying, and remove construction debris at completion.
Bid requirements and evaluation
- Use the Bid Form included in this request and complete every applicable price, schedule, and acknowledgment item.
- List all exclusions, qualifications, and proposed substitutions. Silence will be interpreted as inclusion of the work reasonably shown or described.
- Bid prices shall remain valid for 45 calendar days after the bid due date.
- Include bid security equal to 5 percent of the bid unless Panguitch City waives that requirement in writing before bids are due.
- The successful bidder shall provide payment and performance bonds, insurance, and other contract documentation required by applicable law and Panguitch City before beginning work.
- Panguitch City intends to award to the lowest responsive and responsible bidder, subject to available funds and the City's right to reject any or all bids, waive nonmaterial irregularities, request clarification, or cancel the procurement when in the City's interest.
Questions and addenda
Questions shall be submitted in writing to the project contact by the deadline listed on the first page. Only written addenda issued by Panguitch City may modify the bid requirements. Oral explanations are not binding. Bidders are responsible for acknowledging every addendum on the Bid Form.

By submitting a bid, the bidder confirms that it has reviewed this request and exhibits, has had an opportunity to inspect the site and ask questions, understands that the final structural design is pending, and accepts that minor footing revisions are included in the base bid.
