INTRODUCTION
Tooele City Corp. is seeking qualified contractors to provide cleanup services on properties located throughout the City. The scope of work includes the removal of weeds, trash, junk, and junked vehicles. Services will be provided on multiple public and private properties currently identified, and then on an as-needed basis through June 30, 2028.
SCOPE OF WORK
Contractor shall provide the following services on identified properties:
- Removal of overgrown weeds and vegetation.
- Removal of trash, debris, and junk materials.
- Towing/removal and proper disposal of junked or inoperable vehicles.
- Legal and environmentally responsible disposal of all waste materials.
- Documentation (before and after photos, work summary, etc.)
Contractor must comply with all local, state, and federal regulations, including those pertaining to vehicle removal and disposal.
PROPOSAL REQUIREMENTS
Proposals must include the following:
- Company name, address, and contact information.
- Relevant experience and qualifications.
- Description of equipment and personnel.
- General pricing per property:
o Hourly price per location for standard overgrown weeds and vegetation removal. (Assuming a 3 person crew and 4 hours/location, plus all equipment, materials, hauling/disposal, and all other costs needed to complete the work)
o Hourly Price per location for standard trash, debris and junk materials removal (Assuming a 4 person crew and 8 hours on-site, plus all equipment, materials, hauling/disposal, and all other costs needed to complete the work)
Separate line-item pricing for junked or inoperable vehicle removal, per each vehicle
o Any minimum charges or trip fees, if applicable.
- Estimated response time after notification.
- Proof of insurance and business licensing.
- References from at least three (3) recent similar projects, and work with past municipal clients.
CONTRACT TERM
The contract will be effective from the award date through June 30, 2028, with the option for renewal or extension upon mutual agreement.
EVALUATION CRITERIA
Proposals will be evaluated based on the following:
- Cost effectiveness and clarity of pricing.
- Experience and qualifications.
- Responsiveness and availability.
- Quality of references.
- Compliance with City requirements.
SUBMISSION INSTRUCTIONS
Sealed proposals will be received by the Tooele City Recorder in Room 227, of Tooele City Hall located at 90 North Main, Tooele, Utah 84074 until 2:00 P.M. on Thursday, October 29, 2026, and then at said office will be publicly opened and read aloud. Electronic proposals will not be accepted. Late submissions will not be considered.
RESERVATION OF RIGHTS
Tooele City reserves the right to:
- Reject any or all proposals.
- Waive any informalities or irregularities.
- Select the proposal deemed most advantageous to the City.
