Second Item of Business - Financial Statements and Check Detail Reports - April, May, June, July 2026
Financial statements and check detail reports for April, May, June, and July 2026 were presented. Mrs. Hansen noted that, as of July 2026, four months into the fiscal year, costs were being controlled. She also reported that the budget process for the 2027-2028 fiscal year has begun. The proposed budget will be posted for public comment on November 1, 2026, and will need to be approved at the December Board meeting so it can be submitted to HUD in January 2027.
No questions were raised. Ms. Marvidikis made a motion to approve; Mr. Chavez seconded the motion. The motion passed.
Third Item of Business - Other Business
Mrs. Hansen provided several updates to the Board. She reported that one full-time maintenance employee left the Housing Authority in June, leaving the agency with three full-time maintenance employees. Mrs. Hansen explained that, after discussing the matter with the Maintenance Supervisor, it was decided that the vacant position would not be filled at this time. Instead, in the spring, a request for bids will be issued for landscaping and snow removal contract services. Mrs. Hansen explained that during the winter months, it can be difficult to keep four full-time maintenance employees fully occupied without the additional landscaping work. Until a landscaping contract is in place, the Housing Authority will use temporary contract labor. Mrs. Hansen also noted that if the bids received for landscaping services are too costly, the Housing Authority will consider hiring a fourth full-time maintenance employee.
Mrs. Hansen informed the Board that the annual audit has been completed with no findings. The Board should expect Brent with Haynie & Company to present the audit report at an upcoming Board meeting within the next month or two. Mrs. Hansen noted that the audit went very well, particularly with the support provided by Phillip C. Jarrell, accountants.
Mrs. Hansen then informed the Board that the server upgrade has been completed. Emery Telcom provided the equipment and labor for the installation. The equipment will be leased under a lease-to-own arrangement for three years at a cost of $236 per month, with an additional $50 per month for technical support and virus monitoring. The Housing Authority will own the equipment at the end of the three-year lease term. Mrs. Hansen also noted that the server continues to be backed up to the cloud on a continual basis.
No additional items were discussed.
Fourth Item of Business - Closed Meeting
The Board entered into a closed session at 4:18 PM to discuss a recent formal meeting with a Public Housing tenant.
The Board returned to open session at 4:28 PM. Mr. Riddle asked Mrs. Hansen to discuss the timing of the budget process for the next fiscal year so that the Board members would be aware of the schedule for approval. Mrs. Hansen explained that, in order to comply with the HUD due date of January 12, 2027, the proposed budget needs to be posted for a 45-day public comment period beginning November 1, 2026. A public hearing and possible adoption of the budget will be held at the December 17th Board meeting.
Mrs. Hansen also noted that the annual utility allowance updates will need to be presented for public comment and Board adoption by January 1st. She emphasized that each Board meeting from now through the end of the year is particularly important due to the timing of these required approvals.
Mr. Riddle stated that possible changes to the Board meeting dates and/or times will be added to the next meeting agenda for discussion.
No other questions or concerns were raised.
Mr. Chavez made a motion to adjourn; Ms. Marvidikis seconded the motion. The meeting was adjourned at 4:32 PM.
