D. Review 2026 Oak City Days-Julie McLaws. Julie stated that she felt the event went great.
Marva said that about 1,320.00 dinners were served compared to the usual 1,100.00.
The Oak City Day Committee members had some recommendations: Someone from the Town Board be a representative on the Committee. In the past the Committee chair positions have been volunteers and this could set these parties up for legal issues if something went wrong. It has actually all been volunteer for 77 years and there can be insurance issues and safety concerns. It was suggested to have one person from the Town office on the Committee and one representative from the Town Board and
from there, they would set up a Committee. Tom pointed out that in the past, there has been an incoming chair person and an outgoing one.
Tom wondered about the fact that every year the same parties do the meat, the horseshoes, corn, and so on. Might need to change this up a little so more people know how to run thins and volunteers scan get a break. However, this might not work as so many families enjoy getting together to do these
activities. It was suggested that those in charge of events are only expected to do that one event and then they are done for the rest of the events.
The Mayor mentioned his desire to continue to strive for a whole town inclusive celebration, so that everyone in town feels welcome and included in serving.
Julie suggested having someone from the Town in charge of each quadrant of the Hall and Park to make sure doors are opened and closed and locked.
The was a concern raised about the balance of utilizing city employees versus volunteers to prepare for the event. This will need to be an area that is discussed for future events for several reasons including from the city budget standpoint.
Marva expressed concerns with the fact that kids were hoping on and off the trailer for the band. Someone could have gotten hurt.
Julie suggested adding rules and reminders for motorcycles, scooters, and e-bikes around the Park.
It was suggested that the Friday night meal not be a Town thing maybe have food trucks come in. Karla suggested just having the Parade and ice cream social.
It was suggested that the needle in a haystack be more difficult and more to do with the History of the Town. Would like to see more of an awareness of the history of Oak City Days.
The fish guy warned the Mayor that he might only be able to come one or two more years and he knows of no one else that can replace him. The fish catch is expensive and one of the most labor-intensive activities. Maybe will need to do away with this. Could do water slides, obstacle course, fire hoses.
Courtney suggested a glow stick Neon dance party on Friday night but Karla felt strongly that there should be no more on Friday night and maybe even less.
Julie suggested looking closely at safety at the shooting range.
Courtney suggested having adults help with the concession stands not just kids.
The items that the Committee suggested are must haves were the meal, parade, needle in a haystack, the rook tournament, and echoes of the past. However, there are safety issues with the horse and
wagon rides for echoes of the past so might need to have everyone drive up to the Cemetery or not have the activity at all.
Volleyball is doing well.
The pickleball ladies did a fundraiser. Isn't the current court enough? The ladies have some money so they might need to talk to the council at some point to decide what to do with their money.
The Mayor brought up concerns about the Town lose money on Oak City Days. He went over some of the activities and that some seam to make a little money and some loose. Of course, the Oak City Days Budget has not been finalized yet but Oak City Days rarely makes much if any money. The Mayor asked if the Council felt Oak City Days should be a money-making event or a break-even event. Tom felt like it should be an event for the Community and break even. The Council agreed. The Mayor suggested that is could be done as a fund raiser and raise prices accordingly. For instance, it could be advertised as a fund raiser for the Bell Tower.
Might want to promote the parade so it can be bigger.
Might not need to buy anymore shirts. Just sell the old ones. Julie stated that there might be a lot of disappointment if the events don't get a new shirt so just do one for the events maybe. Such as the 5k. Maybe just get one main shirt and one 5k shirt and that is all. No hoodies.
E. Notice of Award for Water Tank Project. The Mayor explained that the Town sent out a bid for the Water Tank repairs. Ero Stout Construction had the best bid.
Tom moved, seconded by Shawn, to accept bid from Ero Stout Construction for $340,000. Roll Call Vote: Mayor Dutson-Aye. Copeland-Aye. Shawn-Aye. Tom-Aye. Jared-Absent.
This bid was so much lower than the Town originally thought it was going to have to spend, that the Mayor is hoping to use the excess to help with the new well project.
F. Public Comment. There was no public comment.
G. Monthly Financial Reports. The Financial Report was Read and Approved by Board Action. The Mayor quickly went through the Budget. Wages for Oak City Days was quite a bit. Delinquent amount down.
Courtney is going to ask Wid if there is any training they can do before the power meters are put in.
The Pool Capital account is about $153,000 and the General Account is at $441,000 so together about $600,000 so if the Million gets distributed for the new well as being discussed, and the Town gets a grant for $500,000 that will get us almost all the funding we need for the new well.
Tom is wondering if the Town should leave money in savings instead of using the money to pay down a 1% loan. Maybe look at getting a cd with savings money. The Mayor will check into this.
H. Departmental Reports.
Tom Nielson.
Just closed the bid on the water tank repairs.
Had to shut water off on the Canyon Road to fix a leak and have fixed several other leaks.
Spent last week with the road guys. Everything went well.
Talked to all the top ten water users pertaining to water conservation and it looked like they will be willing to cut down their water use. Asked the Church of Jesus Christ of Latter-Day Saints to cut down water usage, they will cut down 25%.
The water is doing okay now.
Will check to see how much the well has recovered since it has not been used for a couple of weeks.
Copeland Anderson.
Have not followed up on the $1,000 Health Department grant yet but will do so soon.
As far as the Bell Tower upgrade, Tom suggested that it needs a roof and some siding. Copeland stated that last time he checked into the cost it was about $15,000. However, Ben can probably do the siding for less and Copeland was willing to help. Courtney suggested passing it by three or four women before deciding how to upgrade. Keep the traditional vibe.
The Mayor would like to see new restrooms in the Park.
Shawn Gonder.
Had left the meeting and had no report.
Jared Rawlinson.
Not in attendance and left no report.
I. Miscellaneous.
The Mayor reported that at last night's Planning and Zoning Meeting, Dave and DeAnn Steele had presented the idea of filing a Guarantee of Completion, which has never been done in Oak City before, which they understood would allow them to proceed with their subdivision including the building of a home on one of the lots, before the road is put in. Tom stated that in the past, everyone has had to put the road in first. He felt that Dave and DeAnn should have to put the road in first. Copeland agreed. Don't want to set a precedent.
J. Adjournment.
The Mayor adjourned the meeting at 9:07 p.m.
Respectfully Submitted,
