Board Discussion:
2025 Audit Report - Presented by Shaun Johnson
The district received an unmodified opinion, representing a clean audit opinion.
The Board reviewed the district's financial position, including General Fund and Capital Projects Fund balances.
Key year-end balances discussed included:
-
General Fund unrestricted balance: approximately $622,064
-
Capital Projects Fund balance: approximately $418,814
-
Combined unrestricted balances: approximately $1.04 million
-
Total net position: approximately $2.31 million
General Fund
The auditor discussed a finding related to the amount of unrestricted General Fund balance maintained by the district.
Based on the applicable State requirements and the district's budgeted revenues, the General Fund balance exceeded the allowable amount by approximately $54,369.
The auditor recommended that the district amend the 2026 budget to provide for an appropriate transfer from the General Fund to the Capital Projects Fund. The auditor noted that budgeting for a larger transfer would provide flexibility, while the actual transfer would be limited to the amount ultimately determined to be necessary and appropriate.
The Board discussed the approximately $100,000 in OSA maintenance expenditures that were included in the district's budget but are now being handled directly by the County. This reduction in expenditure will need to be considered in the year-end financial review and budget amendment.
Five-Year Capital Plan
The auditor recommended that the district maintain a formal five-year capital plan to document anticipated capital expenditures and provide justification for maintaining funds in the Capital Projects Fund.
The Board discussed the district's existing capital improvement/Wishlist document and the need to update and formalize the plan.
The five-year capital plan will be placed on a future agenda for Board review.
Capital Asset Threshold
The Board discussed the district's capitalization policy and the appropriate dollar threshold for capital assets.
A $5,000 capitalization threshold was discussed as being consistent with the County's accounting practices. Items below the adopted threshold would generally be treated as operating expenditure rather than capital assets.

Meeting Minutes
Quickbooks and Fund Accounting
The Board discussed the district's current QuickBooks accounting structure and the difficulty of separately tracking the General Fund and Capital Projects Fund.
The auditor recommended considering separate accounting files for the two funds to provide clearer fund-level reporting.
The Board discussed the potential costs and administrative requirements of maintaining separate accounting files and bank/investment accounts, as well as the allocation of interest earned on pooled funds.
The Board agreed that additional research should be completed regarding QuickBooks Desktop versus Online, costs, account structure, and the most appropriate method for maintaining separate fund records.
The Board also discussed establishing backup access to accounting records to ensure continuity if the primary bookkeeper is unavailable.
Grant Program
The Board discussed the district's grant program and 2027 grant applications.
Due to current revenue levels and anticipated increased demand for OSA facilities, the Board agreed to move the grant review to the fourth quarter.
The Board will further consider whether to continue accepting grant applications for 2027 or establish a discretionary funding approach that allows the District to address facility needs.
Financial Report Shellie presented the July 2026 financial statements. The Board reviewed the report, and all financials appear to be in good standing.
