Public Comments: The public can give comments to the Council during the 7 p.m. formal meeting in person at the Utah State Fairpark, 155 S. 1000 W., in the Deseret Building. Attendees can fill out a comment card in order to be added to the comment queue. Comments on scheduled public hearing items can be made until the hearing is closed. General Comment is a one-hour time slot for the public to comment on any City business not scheduled for a public hearing. Each person will have two minutes to talk. General comment registration closes at 7:30 p.m.

4. The Council will approve the work session meeting minutes of August 25, 2026.
5. The Council will consider adopting a joint ceremonial resolution with Mayor Mendenhall declaring September 15 to October 15, 2026 as Hispanic Heritage Month in Salt Lake City.
6. The Council will recognize the following for their outstanding community service in Salt Lake City:
- Westside Coalition
- My Hometown
- Ibrahim Abdirizak from the Somali Community Self-Management Agency (SOCSMA)
- Keri Taddie and Elizabeth Montoya from the Glendale-Mountain View Community Learning Center
B. PUBLIC HEARINGS:
Items B1 & B2 will be heard as one public hearing.
1. Grant Application: Locking Out Crime COPS Microgrants Program
The Council will accept public comment for a grant application request from the Police Department to the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS). If awarded, the grant would fund the purchase and installation of 109 reinforced locking lid systems on City-owned public utility infrastructure in the Rio Grande neighborhood to prevent property vandalism and theft.

2. Grant Application: Fiscal Year 2026 COPS Community Policing Development (CPD) Microgrant Application
The Council will accept public comment for a grant application request from the Police Department to the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS). If awarded, the grant would fund access to NIBIN (National Integrated Ballistic Information Network) along with training, supplies, and overtime to reduce old evidence. The grant period is October 1, 2026 to September 20, 2028.

3. Ordinance: Zoning Map Amendment at Approximately 2025 and 2075 West 2670 North and 2620 North 2200 West
The Council will accept public comment and consider adopting an ordinance that would amend the zoning of the properties at 2025 and 2075 West 2670 North and 2620 North 2200 West from AG-2 (Agricultural District) to M1-A (Northpoint Light Industrial District). The proposal would allow future light industrial uses on the properties at 2075 and 2025 West 2670 North, which are currently irrigated pastureland and contain no structures. The property at 2620 North 2200 West currently has a single-family home and would primarily function as an alternate access to and from 2200 West.
Consideration may be given to rezoning the property to another zoning district with similar characteristics. The Planning Commission forwarded a negative recommendation. The project is within Council District 1. Petitioner: Dustin Kuttler, representing the property owner. Petition No.: PLNPCM2025-01205.

4. Ordinance: Budget Amendment No.1 for Fiscal Year 2026-27
The Council will accept public comment and consider adopting an ordinance amending the final budget of Salt Lake City, including the employment staffing document for the Fiscal Year 2026-27 Budget. Budget amendments happen several times each year to reflect adjustments to the City's budgets, including proposed project additions and modifications. The proposed amendment includes $11.5 million in grant funding for Fleet Block and 9 Line improvements, $1 million for grant matching funds for a pump track, adaptive pump track, and skate park at Glendale Park, and a $700,000 funds transfer for the Old Library Building Project, among other items.

5. Ordinance: Public Utilities Impact Fee Facilities Plan, Analysis, and Consolidated Fee Schedule
The Council will accept public comment on an ordinance that would adopt the Salt Lake City Department of Public Utilities (SLCDPU) Impact Fee Facilities Plan (IFFP) and the Impact Fee Analysis (IFA), establishing water, sewer, and stormwater impact fees. The proposal would also amend the Consolidated Fee Schedule (CFS), increasing utility impact fees for the first time since 1999. Impact fees are one-time charges on new construction that help pay for system-wide water, sewer, and stormwater infrastructure upgrades. The proposed fees are based on the IFFP and IFA, pursuant to Utah Code 11-36a.

C. POTENTIAL ACTION ITEMS:
1. Resolution: Waiver of Proximity for Silverside Deli at 2122 South Highland Drive
The Council will consider adopting a resolution that would establish a waiver of proximity for Silverside Deli at 2122 South Highland Drive, pursuant to Utah Code 32B-1-202. The restaurant is located across the street from Sprague Library within Council District 7. As of May 2026, State code requires local municipalities to approve a waiver of proximity for liquor permits prior to the Utah Department of Alcoholic Beverage Services (DABS) granting the license when the location is within a specific proximity to a community location, such as a library, public park, or playground. The City is required to hold a public hearing at least 30 days before a waiver can be approved.

2. Ordinance: Alley Vacation Near 2553 South Chadwick Street
The Council will consider adopting an ordinance that would vacate portions of two City-owned alleys between approximately 2553 South Chadwick Street, 2554 South Dearborn Street, and 1407-1445 East Stratford Avenue. If approved, the alleys would be divided and allocated to the adjacent property owners. The first alley runs from Chadwick Street to Dearborn Street and measures 12 feet wide by 262 feet long. The second alley, along the east property line, is 12 feet wide and 51 feet long. Accessory buildings encroach on the alleyway, and most abutting properties have used the alley as their own. Five properties use the north-to-south alley accessed from Parkway Avenue. Located within Council District 7. Petitioner: Anne and Zach Taylor. Petition No.: PLNPCM2026-00073.

3. Ordinance: Zoning Map and General Plan Amendment at Approximately 1990 and 2002 South 500 East
The Council will consider adopting an ordinance that would amend the zoning of the properties at approximately 1990 and 2002 South 500 East from R-1/5000 (Single-Family Residential District) to RMF-35 (Moderate Density Multi-Family District). The proposal would also amend the Central Community Future Land Use Map from Low-Density Residential to Medium-Density Residential. The proposed amendments would facilitate the construction of 22 for-sale, four-bedroom townhomes with two-car garages and a playground amenity. The properties are located within the Liberty Wells neighborhood. Consideration may be given to rezoning the property to another zoning district with similar characteristics. F. CONSENT:
1. Ordinance: Zoning Map and General Plan Amendment at Approximately 140 North B Street and 272 East 3rd Avenue
The Council will set the date of Tuesday, October 6, 2026 at 7 p.m. to accept public comment and consider adopting an ordinance that would amend the zoning of the properties at approximately 140 North B Street (Ellerbeck Mansion) and 272 East 3rd Avenue (single-family home) from RMF-35 (Moderate Density Multi-Family Residential District) to MU-2 (Mixed-Use 2 District). The proposal would also amend the Avenues Plan Future Land Use Map. The proposed amendments would allow the applicant to expand the café and retail offerings by changing the single-family house from residential to commercial. The Planning Commission forwarded a positive recommendation for the Ellerbeck Mansion property and a negative recommendation for the single-family home, and expressed concern about the loss of the housing unit and its impacts on surrounding neighbors. Consideration may be given to rezoning the property to another zoning district with similar characteristics. The project is within Council District 3. Petitioner: Kara and Tyler Alden, the property owners. Petition No.: PLNPCM2026-00008 & PLNPCM2026-00034.

2. Ordinance: Zoning Map Amendment at Approximately 23 7 and 239 South 1000 East
The Council will set the date of Tuesday, October 6, 2026 at 7 p.m. to accept public comment and consider adopting an ordinance that would amend the zoning of the City-owned properties at approximately 237 and 239 South 1000 East from SR-3 (Special Development Pattern Residential District) and R-2 (Single- and Two-Family Residential District) to PL (Public Lands District). A portion of the property is currently zoned PL (Public Lands District). The property is currently occupied by the 10th East Senior Center and Victory Park. The proposed amendments would align the zoning to match the existing public use. Consideration may be given to rezoning the property to another zoning district with similar characteristics. The project is within Council District 4.

Ordinance: Community Correctional Facilities and Jails Text Amendment The Council will set the date of Tuesday, October 6, 2026 at 7 p.m. to accept public comment and consider adopting an ordinance that would amend Title 21A of the Salt Lake City Code pertaining to correctional facilities and jails. The proposal would remove community correctional facilities and jails from the Land Use Tables as a conditional use, making these uses prohibited. The amendment does not affect properties owned by the State of Utah or the Federal Government, which are exempt from local zoning regulations.

4. Ordinance: Affordable Housing Incentives Fines Text Amendment
The Council will set the date of Tuesday, October 6, 2026 at 7 p.m. to accept public comment and consider approving an ordinance that would amend Title 21A of the Salt Lake City Code pertaining to the Affordable Housing Incentives (AHI). Currently, the zoning code refers to the City's Consolidated Fee Schedule (CFS) for fines, but that document does not list fines. This proposal would remove reference to the CFS and add the associated fines directly to Chapter 21A.20 of the zoning code. The proposal applies to any property utilizing the City's Affordable Housing Incentives program.
