1. CALL MEETING TO ORDER.
Mayor Adam Palafox called the meeting to order at 6:30 p.m.

3. PLEDGE OF ALLEGIANCE
Mayor Adam Palafox led the Pledge of Allegiance.
4. APPROVE OR AMEND REGULAR CITY COUNCIL MEETING MINUTES OF JULY 01, 2026. DECISION
Motion made by Councilmember Tanner Moore, seconded by Councilmember Radine Murphy, to approve regular city council meeting minutes of July 01, 2026. All in favor, aye, motion passed.
5. UPDATE OF SACRED CIRCLE HEALTH CARE. JOSH ANDERSON. DISCUSSION.
Josh Anderson was absent due to illness. Dusti Shoemaker presented license renewals to the council and reported that Sacred Circle is currently experiencing an electrical setback. Additionally, Shoemaker informed the council of plans to construct a 5-plex housing unit under a conditional use permit.
6. DEPARTMENT UPDATES:
A) POLICE DEPARTMENT - MICHAEL CONNIN
Police Administrator Michael Connin gave a stats report and informed City Council he is awaiting 2 (two) background checks, and Connin is awaiting 1 (one) past POST to become a police officer to fill the job openings.
B) FIRE DEPARTMENT - WAYLAN NELSON
Mayor Adam Palafox skipped line # 6. B
Fire Chief Waylen Nelson presented a statistical report to the city council. He informed them that the ACBA units have arrived and that there is a leak in the fire station. He plans to contact contractor Elias Gonzalez to inform him about the leak and arrange for roof repairs.
7. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES.
Ms. Arron Sills addressed the council regarding the museum's future. Ms. Sills noted that Mr. Tom Andreson has retired, and she has taken over. She wants to start focusing specifically on fundraising projects to promote local tourism. Ms. Sills formally presented a proposal to integrate a commercial café and bar into the existing museum plans. She asked the council what happened to the property the museum had purchased from the city. Mayor Adam Palafox responded that the city would look into it, and he would reach out to the city attorney for more information regarding property ownership.
8. DISCUSSION PERTAINING TO MOUNTAIN WEST INC, DBA: WENDOVER AMBULANCE. LAUARA LISK
Lauara Lisk informed the city council she is planning on retiring and is selling her business to Mountain West Inc., DBA: Wendover Ambulance. Lauara informed the city council that she has a contract with the city of Wendover under which she can transfer her rights and the agreement to another person. Lauara presents the ambulance coordinator, Joe, and assistant Charlette; they give a presentation of what their plan is for Wendover Ambulance.
Motion made by Councilmember Radine Murphy, seconded by Councilmember Tanner Moore, to approve the continuation of Laura Lisk's contract with the City of Wendover, upon condition that Mountain West Ambulance obtains its Nevada EMS license.
9. APPROVE OR DISAPPROVE PROVIDING A MEAL FOR UTAH SALT FLAT RACING ASSOCIATION (DENNIS SULLIVAN - (801-544-5882) TO BE HELD IN THE COMMUNITY CENTER ON SEPTEMBER 04, 2026. DECISION.
Motion made by Councilmember Tanner Moore, seconded by Councilmember Darlene Trammell, to disapprove providing a meal for Utah Salt Flat Racing Association Dennis Sullivan to be held in the Community Center on September 04, 2026. Unless Utah Salt Flat Racing Association is willing to pay deposit and rental fees. All in favor, aye. Motion passed.
10. RESTORE THE 'W'. MATT MECHAM, ASSISTANT PRINCIPAL, WENDOVER HIGH SCHOOL.DISCUSSION.
Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to table line item #10 due to the High School Vice Principal not being present. All in favor, aye. Motion passed.
11. APPROVE OR DISAPPROVE REMOVAL OF LATE FEE FROM TYLER DOWNS OF WADMAN. DECISION.
Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to disapprove removal of late fee from Tyler Downs of Wadman. All in favor, aye. Motion passed.
12. APPROVE OR DISAPPROVE REMOVAL OF LATE FEE FROM DUSTIN RODEBACK. DECISION.
Motion made by Councilmember Tanner Moore, seconded by Councilmember Brandon Grossman, to disapprove removal of late fee from Dustin Rodeback. All in favor, aye, Motion passed.

13. APPROVE OR DISAPPROVE PRE-SCHEDULED COMMUNITY CENTER RENTAL DATES. DECISION.
1) FIREMAN - HAS-MAT TESTING - (STATE TEST). AUGUST 08, 2026.
Motion made by Councilmember Brandon Grossman, seconded by Councilmember Tanner Moore, to approve Fireman HAS-MAT testing state test on August 08, 2026. All in favor, aye. Motion passed.
2) CHRISTOPHER COOK - AUGUST 25, 2026. FREE SEMINAR - WAIVE DEPOSIT AND RENTAL FEES.
Motion made by Councilmember Tanner Moore, seconded by Councilmember Darlene Trammell, to approve the pre-scheduled community center rental for Christopher Cook's free seminar on August 25, 2026. The motion granted a waiver of deposit and rental fees for the event. All in favor, aye. Motion passed.
3) BRENDA SANTILLANEZ - NOVEMBER 14, 2026. FAMILY CHRISTMAS (USE OF KITCHEN) AND BINGO BOARD AND CARDS.
Motion was made by Councilmember Radine Murphy and seconded by Councilmember Darlene Trammell to approve Brenda Santillanez for the family Christmas use of the kitchen and bingo board and cards on November 14, 2026, with no deposit refund. All in favor, aye. Motion passed.
Victoria Collazo placed a request for the community building for a baby shower, paying for rental hours and a deposit, on August 10th, 2026, from 5:00 p.m. to 10:00 p.m.
Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell to approve Victoria Collazo for the baby shower on August 10th, 2026, from 5:00 p.m. to 10:00 p.m.
All in favor, aye. Motion passed.
14. MAYOR ADAM PALAFOX UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.
1) CUSTODIAL CARE OF NEEDLEPOINT GARDENS CEMETERY.
Mayor Adam Palafox informed city council that the city is going into an interlocal agreement with Tooele County Fire to help with inspections of business licenses. Mayor Adam Palafox also informed the city council that he is reaching out to a company regarding digitalizing city ordinances.
15. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.
City Administrator Glenn Wadsworth asked the City Council what the plans with Conney Acres are. Glenn also informed the City Council he has been reached out by employees and residents regarding the sale of the property. A motion was made by Councilmember Brandon Grossman, seconded by Councilmember Radine Murphy, to make no changes to the property and just leave it.
City Administrator Glenn informed the city council he has received a letter from Well Rural Electric stating there will be no power. The council agrees that the time off is given for the employee to take the day off with pay.
16. CITY ATTORNEY, SPENCER CALL UPDATES AND PENDING MATTERS. DISCUSSION/DECISION.
A) EXECUTE AGREEMENT BETWEEN THE CITY OF WENDOVER AND TOOELE COUNTY DEPT. OF AIRPORTS.
B) UPDATE ON AIRBNB ORDINANCE.
C) AMEND ANNUAL VACATION LEAVE POLICY NOT TO ACCUMULATE MORE THAN 200 HOURS. ANY ANNUAL LEAVE OVER 2OO HOURS WILL BE FORFITTED.

17. UNFINISHED BUSINESS:

18. NEW BUSINESS:
Councilmember Radine Murphy gave an update on the General Plan Committee work and progress and working on at the moment. The General Plan Committee wants to work with property owners on gathering suggestions to get volunteers to start working on the Per Disaster Mediation Plan. Natural Disaster Service Damage: be prepared; there are three (3) different grants available.
19. EXECUTIVE MEETING.
None.
20. NEXT SCHEDULED COUNCIL MEETING: SEPTEMBER 02, 2026 @ 6:30 P.M. DECISION.
