CONDESNED SUMMARY OF ADOPTED ORDINANCE 2026-10
On September 3, 2026, in a City Council meeting, Ordinance 2026-10 was adopted. This ordinance amends Title 8 Chapter 5 backflow and cross connections. The ordinance strengthens protections for Spring City's drinking water system by updating standards, clarifying responsibilities, requiring ongoing testing and inspections, and providing enforcement measures to address potential cross-connection and backflow hazards.
The amendments to Spring City's backflow prevention and cross-connection regulations are to better align with current Utah drinking water regulations and plumbing code requirements. The ordinance modernizes several definitions, including backflow, contamination, auxiliary water supplies, and cross-connections, and specifically recognizes sources such as secondary irrigation water and private wells as potential hazards to the public water system. It also clarifies the responsibilities of the City, water users, and certified backflow technicians in protecting the municipal drinking water supply.
The amendments require property owners to install, test, maintain, and pay for any required backflow prevention devices and clarify that failure to comply may result in water service being disconnected. The City is given clearer authority to conduct inspections and cross-connection hazard assessments, while certified technicians must report testing and repairs within specified timeframes and notify the City of failed tests. The ordinance also strengthens testing requirements by requiring backflow prevention assemblies to be tested after installation, repair, or relocation and at least annually thereafter.
