City of Aurora City Council Meeting August 17, 2026 Page 1 CITY OF AURORA CITY COUNCIL MEETING AUGUST 17, 2026 FINAL Mayor Sprague called the city council meeting to order at 7:00 pm. Cory Johnson gave an opening expression of choice and the Council recited the Pledge of Allegiance. PRESENT: Mayor: Bryan Sprague Council Member: Parker Vercimak Council Member: Amy Croft Council Member: Hunter Whitney Council Member: Andy Rasmussen Council Member: Cory Johnson Maintenance Manager: Jordon Bosh STAFF PRESENT: Recorder: Clint Johnson EXCUSED: VISITORS: Shay Morrison R6 Regional Council, Lora Fielding- Salina Sun, Doyle & Jeannie Jones, Wynona Mangrum, Dan & Mickie McKenzie, Jim & Annette Caulton City Council Meeting- 1- APPROVAL OF MINUTES- The City Council reviewed the minutes of the July 20, 2026 meeting City Council Member Hunter Whitney moved to accept the minutes of the July 20, 2026 meeting with corrections. City Council Member Amy Croft seconded the motion. The motion was approved by members: Whitney, Croft, Rasmussen, Johnson and Vercimak. City of Aurora City Council Meeting August 17, 2026 Page 2 2- OPEN SESSION- No one came forward to address the Council. 3- DISCUSSION REGARDING FLOODING ALONG 500 W- Aurora City citizen Wynona Mangrum addressed the Council regarding some flooding that occurred at her residence during a downpour rain storm that occurred in July. Ms. Mangrum stated that water filled her window wells and disrupted her landscaping and requested help from Aurora City to prevent the situation from occurring again. Mr. Johnson and Mr. Bosh explained to Ms. Mangrum that there is a problem with the property directly west of her home. There is 40 acres of bare ground where water during a down pour event accumulates quickly and runs toward the homes along 500 W. Aurora City has looked at the situation and has determined that the cheapest and easiest fixing of the problem would be to build a berm or dig a ditch along the property lines to divert the water to the south, around the homes and eventually dumping into the Windy Canal. The City will contact a company to shoot elevations to see if it is possible to divert the water in the direction. They also would like to have an engineering firm look at the situation and see what would work best. While it is unlikely that another such storm will happen during this year, Ms. Mangrum is nervous about future storms. 4- SHAY MORRISON R6 REGIONAL GROUP- Mr. Morrison made his regular visit to the Council to discuss various items. Mr. Morrison informed the Council that the R6 Regional Council has scheduled another Regional Growth Summit for October 22nd. Mr. Morrison also discussed the schedule for CIB applications and what is needed. Mr. Morrison also gave the Council a training on conflict of interests and when to abstain from voting. 5- REQUEST FOR BIDS FOR NEW GENERATOR- Mr. Bosh discussed some bids he had received for generators for the culinary water system. Mr. Bosh stated that he had received the information from Moore Electric and that there is a difference on the natural gas generators vs. diesel generators and both have their positives and negatives. Mr. Vercimak stated that it would be best to procure City of Aurora City Council Meeting August 17, 2026 Page 3 a generator from the State purchasing agency. City Council Member Andy Rasmussen moved to approve $90,000.00 for funding for a generator, gas line, property purchase and conex building to house the generator. City Council member Cory Johnson seconded the motion. The motion was approved by members: Rasmussen, Johnson, Whitney, Croft and Vercimak. 6- DAY OF SERVICE- Council Member Hunter Whitney informed the Council that the beautification committee has everything planned for the Saturday September 12th day of service. Mr. Whitney stated that there will be some preparation nights on Sept. 8th and Sept. 9th to prepare for the work to be done on Saturday the 12th. A discussion about the color of the gravel took place. The beautification committee requested putting in red gravel along Main Street, however the Council felt that the grey gravel would better match what was done last year and would hold up better. Mr. Whitney said he would talk to the committee and inform them of the concerns. 7- TRANSPORTATION MASTER PLAN UPDATE- Mr. Johnson stated that the Mayor, Mr. Bosh, Mr. Rasmussen and Mr. Johnson had met with representatives from Jones and DeMille Engineering to discuss the beginning of the Transportation Master Plan. Mr. Johnson stated that they intend on installing traffic counts in ten places throughout the city and also do a survey of the roads and their status for the future. There were no updates from the Engineering firm at this time but will likely have some information soon. 8- COUNCIL MEMBER REPORTS- Amy Croft- Ms. Croft informed the Council that the vacuum in the city building was giving the janitor trouble. The Council told Ms. Croft to order a new vacuum to replace the older one that had been in service for about 16 years. She also asked the Council about pest control. Mr. Johnson says there is a company that we have used in the past and he will reach out to them. City of Aurora City Council Meeting August 17, 2026 Page 4 Hunter Whitney- Mr. Whitney told the Council that the Recreation Department has hired Dani Allred as the new Recreation Director. He also mentioned that a Utah Jazz player provided a clinic for the kids that was well attended. Cory Johnson- Mr. Johnson stated that there no dog issues the past month but that there were some racoon problems facing some of the citizens. Parker Vercimak- Mr. Vercimak discussed timing for setting up the new youth council and the process that may change from the past year. He also mentioned that the Christmas @ Willowbend Committee will be to next month's meeting to request a donation and answer any questions. Andy Rasmussen- Mr. Rasmussen discussed some plans the Fire Department has for their open house coming up in October and how busy they have been fighting fires in the area. He also discussed the purchase of a new radar gun for the police department and some ordinance enforcement matters. Jordon Bosh- Mr. Bosh had to leave the meeting early so he was not available for this portion of the discussion. 9- WATER AND FINANCIAL REPORTS REVIEWS- The Council reviewed the water usage report, delinquent report as well as the list of checks written and the budget. 10- ADJOURNMENT- The Council completed their business at 9:21 pm and the meeting was adjourned with Hunter Whitney offering a closing expression of choice.
