Description/Agenda
Castle Valley Fire District Request for PILT/Mineral Lease As first responders serving Castle Valley, and supporting surrounding areas for Grand County, we understand the responsibility we have to protect our community - especially as the risk of wildfire continues to grow. With limited resources and funding, the volunteers within our district work hard to maintain the equipment and infrastructure needed to respond quickly, safely, and effectively when our community needs us most. Aging engines, necessary repairs, and critical infrastructure needs can place significant strain on our resources and, ultimately, our ability to respond to emergencies. Reliable equipment is essential to our community's safety. To respond more effectively to fires (and other emergencies), we need the resources to maintain engines, secure a reliable water tender, and keep our water supply infrastructure operational. These resources will allow us to respond effectively and reduce the risk of a fire growing beyond our ability to contain it. We are respectfully requesting an allocation of $50,000 in PILT/Mineral Lease funds to support the Castle Valley Fire District. This funding will directly strengthen critical emergency response resources and capabilities, helping us continue providing reliable fire protection to the Castle Valley community and surrounding areas. Due to our location, our volunteers are often the first responders to fires and other emergencies outside of Castle Valley, particularly when additional resources from town may be 30 minutes or more away. Maintaining reliable equipment and resources allows us to respond quickly when minutes matter and provide critical support until additional help arrives. Total Amount Requested: $50,000 1. Water Tender - $31,250.55 A reliable water tender is critical to our ability to respond to fires, particularly in areas where water sources and hydrants are limited. Total cost, including interest: $462,505 Castle Valley Fire District deposit: $150,000 Remaining balance: $312,505 Requested annual payment toward 10-year financing: $31,250.55 2. Emergency Engine Repairs - $4,377.49 Our engines require ongoing maintenance and emergency repairs to remain safe and operational. Recent repairs to Engines 1 and 37 have exceeded our existing budget due to the scope of the necessary work. Emergency repairs to Engines 1 & 37: $11,091.25 Remaining repairs to Engine 37: $486.24 Existing repair budget: $7,200 Amount requested to cover the budget overrun: $4,377.49 3. Well Maintenance & Tank Installation - $13,240 Our district's well is failing, creating an urgent need to establish a reliable water supply for fire response. This is critical infrastructure for the Fire District and for the safety of our community. Preliminary estimates include: 5,000-gallon water tank: $6,000 High-flow pump: $1,500 Electrical equipment: $600 Electrical labor - 8 hours at $80/hour: $640 Ground work and additional labor: $4,500 Attached are the district's current financial reports for review. Please let us know if any additional financial information, documentation, or formatting would be helpful. For additional context: There are currently no accrued receivables or accounts payable, other than the credit card payable reflected on the balance sheet when there is an outstanding balance. The credit card payable was $43.57 as of January 1, 2026, and $51.35 as of July 31, 2026. The district currently has no annual debt obligations. We appreciate the Grand County Commission's consideration of this request and its continued support of the community and volunteer first responders of Castle Valley.
