The Council will approve the work session meeting minutes of July 14, 2026, as well as the formal meeting minutes of July 21, 2026. 5. The Council will consider adopting a joint ceremonial resolution with Mayor Mendenhall recognizing September as National Suicide Prevention Month in Salt Lake City. 6. The Council will consider adopting a joint ceremonial resolution with Mayor Mendenhall declaring the second Monday in October as Indigenous Peoples Day in Salt Lake City. B. PUBLIC HEARINGS: Items B1 - B3 will be heard as one public hearing. 1. Grant Application: Fiscal Year 2026 COPS Hiring Program Grant The Council will accept public comment for a grant application request from the Police Department to the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS). If awarded, the grant would fund up to 75% of salary and benefits for 12 full-time entry-level officers over three years. The grant period is October 1, 2026 to September 20, 2031. Grant Application: Department of Workforce Services - State Appropriation The Council will accept public comment for a grant application request from the Police Department to the Department of Workforce Services, Office of Homeless Services. If awarded, the grant would fund the expansion of the Project Connect program, as well as the cost and supplies for four new full-time positions. Grant Application: Police Traffic Services Equipment Program Grant The Council will accept public comment for a grant application request from the Police Department to the Utah Department of Public Safety, Highway Safety Office. If awarded, the grant would fund 12 LiDAR units used for traffic enforcement, replacing older units. The grant period is October 1, 2026 to September 30, 2027. Ordinance: Zoning Map and General Plan Amendment at Approximately 1990 and 2002 South 500 East The Council will accept public comment and consider adopting an ordinance that would amend the zoning of the properties at approximately 1990 and 2002 South 500 East from R-1/5000 (Single Family Residential District) to RMF-35 (Moderate Density Multi-Family District). The proposal would also amend the Central Community Future Land Use Map from Low Density Residential to Medium Density Residential. The proposed amendments would facilitate the construction of 22, for-sale four-bedroom townhomes with two-car garages and a playground amenity. The properties are located within the Liberty Wells neighborhood. Consideration may be given to rezoning the property to another zoning district with similar characteristics. Ordinance: Alley Vacation Near 2553 South Chadwick Street The Council will accept public comment and consider adopting an ordinance that would vacate portions of two City-owned alleys between approximately 2553 South Chadwick Street, 2554 South Dearborn Street, and 1407-1445 East Stratford Avenue. If approved, the alleys would be divided and allocated to the adjacent property owners. The first alley runs from Chadwick Street to Dearborn Street and measures 12 feet wide by 262 feet long. The second alley, along the east property line, is 12 feet wide and 51 feet long. Accessory buildings encroach on the alleyway, and most abutting properties have used the alley as their own. Five properties use the north-to-south alley accessed from Parkway Avenue. Located within Council District 7. Petitioner: Anne and Zach Taylor. Petition No.: PLNPCM2026-00073. Ordinance: Alley Vacation at Approximately 750 South Main Street The Council will accept public comment and consider adopting an ordinance that would vacate a City-owned alley between properties at approximately 750 and 778 South Main Street, 16 West 800 South, and 755 South Richards Street. If approved, the alley would support the construction of an off-site parking structure that will serve the future hospital. The alley is approximately 8.25 feet wide by 248 feet long and 2,042 square feet. The Planning Director forwarded a positive recommendation. Located within Council District 4. Ordinance: Enhancing Transparency for Police Automatic License Plate Reader Systems The Council will accept public comment and consider adopting an ordinance that would amend Chapter 2.10 of the Salt Lake City Code pertaining to the regulation of the Police Department's use of the City's Automatic License Plate Reader (ALPR) system. The proposal would establish a regulatory framework to govern the use, access, retention, sharing, training, security, and auditing of the Police Department's use of the City's ALPR systems and data. C. POTENTIAL ACTION ITEMS: 1. Ordinance: Maximum Daily Water Use Text Amendment The Council will consider adopting an ordinance that would amend Title 21A of the Salt Lake City Code to clarify that non-residential land uses are subject to the maximum daily water consumption of 200,000 gallons per day. On March 24, 2026, the Council adopted a temporary land use regulation (TLUR) that modified the exemptions to the maximum daily water use allowed. The proposal would formally adopt the TLUR, modifying the daily maximum water consumption allowed by limiting the exemptions to agriculture, schools, government-owned or operated facilities that primarily provide social services, places of worship, and hospitals. Ordinance: Administrative Organization Text Amendment for Public Services The Council will consider adopting an ordinance that would amend Subsections 2.08.080, 2.08.050, and 2.39.030 of the Salt Lake City Code pertaining to City department organizational and responsibility changes. The proposal would codify the move of the Engineering Division from the Department of Public Services to the Department of Community and Neighborhoods, the name change of the Compliance Division to Urban Services, and an updated description of the responsibilities and requirements of the City Architect, including the delegation of duties from the City Engineer to the City Architect. Resolution: Building Permit Fee Waiver for Ivory Innovations Development at Approximately 707 South 400 East The Council will consider adopting a resolution that would approve a development fee waiver for a new housing project at approximately 707 South 400 East, the former Liberty Wells Center. The applicant, Ivory Innovations, intends to develop 66 new housing units, with 75% of the units planned to be affordable for households at or below 80% area median income (AMI). As required by City code section 18.20.220, an informal public hearing was held on this application on January 14, 2026, by the Community and Neighborhood (CAN) Division. After receiving additional information as needed, the application was approved by the CAN Director. F. CONSENT: 1. Ordinance: Budget Amendment No.1 for Fiscal Year 2026-27 The Council will set the date of Tuesday, September 22, 2026 at 7 p.m. to accept public comment and consider adopting an ordinance amending the final budget of Salt Lake City, including the employment staffing document for the Fiscal Year 2026-27 Budget. Budget amendments happen several times each year to reflect adjustments to the City's budgets, including proposed project additions and modifications. The proposed amendment includes $11.5 million in grant funding for Fleet Block and 9 Line improvements, $1 million in grant funds for a pump track, adaptive pump track, and skate park at Glendale Park, and a $700,000 fund transfer for the Old Library Building Project, among other items. Resolution: Waiver of Proximity for Taste of Thai at 2130 South Highland Drive The Council will set the date of Tuesday, October 6, 2026 at 7 p.m. to accept public comment on a resolution that would establish a waiver of proximity for Taste of Thai Restaurant, LLC at 2130 South Highland Drive, pursuant to Utah Code 32B-1-202. The restaurant is located across the street from Sprague Library within Council District 7. As of May 2026, State code requires local municipalities to approve a waiver of proximity for liquor permits prior to the Utah Department of Alcoholic Beverage Services (DABS) granting the license when the location is within a specific proximity to a community location, such as a library, public park, or playground. The City is required to hold a public hearing at least 30 days before a waiver can be approved. Informational: Wetland Mitigation Disposition of Significant Parcel Required Public Hearing The Council will set the date of Tuesday, October 6, 2026 at 7 p.m. to accept public comment on a proposal to sell a significant parcel of surplus real property, controlled by the Department of Airports, to the Utah Department of Natural Resources (DNR) for a waterfowl management area, which shall be managed in accordance with requirements under the conservation easement held by Utah Open Lands (if the purchase price of the conservation easement is waived). A public hearing is required under Salt Lake City Code Section 2.58.040, but no further action is required by the Council.
