Emergency Working Meeting Minutes
August 31,2026
6:30 P.M.
Attending: Mayor Shaun Bell, Fire Chief Tracey Addley, Maintenance Travis Richards, Council Members; Kari Alton, Kirk McQuivey, Doug Stilson, David McKee, Kevin Butler, Treasurer Jessica Allan, Recorder Christine Kurta, Kris Bell
Council Member Kari Alton Called Meeting to Order. Intent if meeting to get feedback about what was done in response to the flood, what has happened and where we stand on everything. Council Member Kari Alton expressed how grateful she was for how many people showed up to help with sandbags.
Fire Department- Tracey Addley said that they were able to block the road without to many issues.
Recorder Christine Kurta shared information regarding that it is a working emergency meeting. Forms provided to get the information from individuals who need help. To track what individuals, need. There is also a need for us to track volunteers and help received to track the help and work performed to help substantiate that amount of the damage qualification. Gathering information from everyone, including information regarding equipment used.
Emergency preparedness coordinator is currently working me to determine what information it is gathered and how it can be used to help with recovery efforts. The purpose of gathering information is to gather the data.
Calls are coming into the city office regarding what work needs to be done please make a project list. Treasurer Jessica Allan reported that all donations that need to be taken to the Emery County Sheriff's Office, as they are staffed and equipped to handle donations.
Council Member Doug Stilson asked how many families that lived in the apartments were displaced by the flood. No one had a clear answer.
Mayor Shaun Bell stated he was late because he was talking to JR Bird who is coming in to see the damage and discuss potential funding options with Mayor Bell.
Discussion was had regarding recognizing companies and individuals who helped during the relief effort. It was discussed that we would like to recognize all the volunteers and all the companies that helped but were unsure how to do that appropriately.
Tentatively talked about hosting a city wide clean-up day on September 12. Discussed emergency protocols and Incident coordinators moving forward.
Council Member Doug Stilson and Mayor Bell discussed issues regarding cleaning the debris from the Creek and the paperwork regarding that work being done. And ideas regarding preventing future flooding issues were tossed out.
Mayor Bell asked about contacting the city insurance company. Recorder Christine Kurta responded that the insurance had not been contacted yet as all energy has been being put towards coordinating efforts.
Council Member Kirk McQuivey stated that the boiler in the Bathrooms will need to be inspected prior to it being turned back on. Reminders were given to make sure that all work has before pictures taken for insurance purposes.
Discussion was had about the damage to the Baseball field, dugout and storage is all ruined. A discussion was held about creating a project list to have it available for different volunteer groups.
Council Member McQuivey stated that Tuesday Morning at 730 Pickleball players and Emery Telecom would be cleaning the pickleball courts.
Concerns were raised by David McKee regarding the lack of emergency messages sent on Saturday vs. Sunday
Overall the consensus was that the flood created chaos but that it was addressed as well as could have been.
Discussion regarding needs for radios or walkie talkies for future emergencies was held. Moving forward we will work to clarify emergency policies and procedures.
