The purpose of the work session includes presentations and discussions regarding:
- Agenda Review for the City Council meeting;
- Ogden Youth Council Bylaws;
- Council Business; and
- Council Comments.
Any items not fully addressed prior to the 5:30 p.m. Open House or the 6:00 p.m. City Council meeting
may be addressed immediately following that meeting.
5:30 p.m. Open House - Conversations with the Council

The purpose of the Open House is to facilitate conversations between the public and Council members prior to the regular Council meeting.

a. Hill Air Force Base Honor Guard - Presentation of Colors and Pledge of Allegiance.

3. Recognition:
a. Constitution Week. Joint proclamation declaring September 17-23, 2026 as Constitution Week in Ogden. (Adopt joint proclamation - voice vote)
4. Request to be on the Agenda:
a. Ogden Poet Laureate Sunni Wilkinson. 2026 Ogden Poet Laureate Sunni Wilkinson will introduce herself, read a poem, and discuss upcoming events.
5. Minutes for Approval (Voice vote)
a. Closed session of August 4, 2026 - Council member Lopez
b. Joint work session of August 11, 2026 - Council member Richey
c. Work session of August 18, 2026 - Council member Peterson
d. Regular meeting of August 18, 2026 - Council member Washington
6. Consent Items: (Voice Vote)
a. Ogden Housing Authority Appointments. Consideration of the appointment of Kathy Robles, and the re-appointment of Jeremy Smith, Mary Caroll, Eric DeFries, Ward Ogden, and Dani Wright to the Ogden Housing Authority. (Approve appointment/re-appointments)
7. Reports from Planning Commission:
a. Proposed Rezone of Property at 410 North Lockwood Drive. Proposed Ordinance 2026-18 amending the Zoning Map of Ogden City, as adopted by Section 15-3-3 of the Ogden Municipal Code, to reclassify as Two-Family and Small Lot Residential Zone with a Conditional Overlay (R-2S/CO) property heretofore classified as Single-Family Residential Zone (R-1-6), generally located at 410 North Lockwood Drive. (Accept public input; adopt/not adopt ordinance - roll call vote)
8. Reports from Administration:
a. Proposed Synchrony Bank Line of Credit Renewal. Proposed Resolution 2026-11 authorizing the administration of a loan agreement with Synchrony Bank, to provide funds for Neighborhood Development Programs. (Adopt/not adopt resolution - roll call vote)
9. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any issue or topic. To ensure that the meeting is managed in an orderly and efficient manner, public comments will be limited to three minutes or less per person, as determined by the Council Chair. Participants are to state their names for the record. Comments which cannot be made within the established time limit may be submitted to the City Council Office by email at citycouncil@ogdencity.gov, online at www.ogdencity.com/publicinput, or by voice message at 801-629-8158.
