-Tommy Velasquez - Repainting of School House
It was brought to the board's attention that the School House needs to have the exterior repainted to maintain and preserve our building. It has been 12 years since it was done. Tommy Velasquez painted it then and approached the board about doing it again. Last time it cost $5,000 with this time looking at $6,500.
After discussing the matter, it was decided to table the item until next month and to reach out to other painters for a written quote. Tommy Velasquez will also submit his written bid.
-Old Spring Site Redevelopment
Review BLM Application and CIB application with Parker Vercimak of Jones &
DeMille
Shelly shared the email correspondence with Jones & DeMille since our last meeting.
Currently the only project we have on the Utah Project Portal for this year is the Springs/Water Project Study. As a result, the construction application will need to be deferred until next spring.
The Botanical Study has already been completed. Shelly will contact Jones & DeMIlle and let them know that we would like to move forward at this time with funding for the BLM NEPA and project approval process. We would like an estimate of the cost as we are required to provide a 50% match for the study.
-Mowing of Weeds at Collection Area ($300 Misc. labor)
Discussed the need to mow the larger weeds at the Collection Area before spreading any more crushed concrete. AJ Rogers mowed the area for us last year and had offered to do it again for $300 which will come from our Misc. Labor fund.
The Motion was made to accept AJ Rogers' offer to mow the Collection Area for $300.00 which will be paid from our misc. labor fund.
Motion: Bill Winfield Second: John Corkery Vote: 4-0 with Les, John, Bill, and Shelly voting in favor. Brenda Rogers abstained.

Yes, they would be covered. It's great you're thinking about risk management ahead of time. I would recommend making sure they are experienced and have the credentials to do the work. Thanks.

The Board members have a question about coverage. Are Board members covered under our policy to operate our backhoe? We have some crushed concrete that needs to be spread out in our enclosed Collection area up Thompson Canyon. We have board members who in their careers operated backhoes and were willing to help out with the project.
Shelly Thayn secretary (435) 2104470 Thompson Special Service District HC 11 Box 400010 101 Firehouse Lane Thompson. CIT 84540
Les is unable to spread the crushed concrete. After discussing the matter, after the weeds have been mowed, Bill Winfield, using the district's backhoe and John Corkery, using his personal backhoe, will double team to get the crushed concrete spread.
The motion was made to pay John Corkery the $340 left for the project to spread the crushed concrete with his backhoe.
Motion: Bill Winfield Second: Brenda Rogers Vote: 4-0 with Les, Brenda, Bill, and Shelly voting in favor. John abstained.
-Hauling of & Spreading of Crushed Concrete at the Collection and enclosed Tank Area
After a lengthy discussion, this item was tabled until our next meeting so that we can get quotes on hauling the crushed concrete pile by the School House to the Tank Enclosure Area for weed control. Les will talk to Russell Bauer, a local resident, and Cody McKinney with Grand County Road Dept. for a quote. John will talk with his friend that has a dump truck to get us a quote. We will use our backhoe to load the dump trucks.
-Necessary Backhoe Service that need to be done
Les reviewed the work that needs to be done to our backhoe he discovered when he ran the backhoe spreading the crushed concrete: (1) Complete Service (2) Wiring underneath that has to be turned on before you can start the backhoe and then climb back under to turn the switch off before operating it (3) The Throttle Return Spring needs to be replaced (4) Back Window latch (5) AC.
We discussed the need to prioritize the repairs with items 1-3 being safety concerns and then do item 4 and 5 if funds are available. Currently we have $2,600 in our Backhoe savings account and could use our PTIF General Fund account to cover the rest.
Les will get quotes from Wagner and Wheeler, both authorized CAT Service dealers. Les will check with AJ Rogers and John will check with his friend for a quote on transporting the backhoe.
The motion was made to approve the service on the backhoe, capping it at $5,000 and for transporting, capping it at $1,000.
Motion: Bill Winfield Second: Brenda Rogers Vote: 5- 0 with Les, John, Brenda, Bill, and Shelly voting in favor.
-Zenner License & Warranty Agreement
Review and Sign
Shelly reviewed the license and warranty agreement that needs to be signed and returned to Brad Christensen with Peterson Plumbing. Apparently, after we received the CIB Grant for our SCADA System it was never signed.
We discussed the possibility of using CIB funds to cover the yearly cost. Shelly will contact Candace with the CIB and then approach Brad with the possibility of paying in advance if we lock in the rate for 10 years.
The item was tabled until we have the information discussed above.
