Town of Goshen Council Goshen Town Hall August 11, 2026 Town Council Meeting 7:00 PM A. Pledge of Allegiance- Randy Thomas B. Prayer - Steven Staheli C. Disclosures- N/A D. Public Input/ Reports, Non agenda items (limited to three minutes)- N/A 1. Approval of Minutes- July 14, 2026- Jonathan motions, Randy seconds, all in favor, Charles Pipkin is absent during minutes voting. 2. Council Updates- Jonathan mentioned the Animal Board he just got appointed to. Said there have been a lot of cats and dogs turned in from here. He will look for more resources through the county to help out. Steven- they have about 90% of the design done for the road intersection on 141 and state street (Genola hill/HWY). Charles is grateful for the city crew doing the patching of holes on the roads. Charles motions to move into the Work Session, Alisha seconds. 3. Work Session- Steven explained two gentlemen purchase the property next door to the town building (west). Their names are Jacob Fraser and his brother Joe started a business in fuel. They would be storing large tanks of fuel there and operate out of trucks. The yard would only be for storing equipment. Steven mentioned a conditional use gives A, B, C options of what the conditional use would be. The town comes up with the agreement for the conditional use under the right usage it could be an assist to the community. Charles asked how many gallons total, Jacob said 2000 gallon tanks, would start small and grow from there. The State law regulates that you cant have more than 13K tanks. They plan for 5-10,000 multiple tanks. Steven did add that agreement with cap at a certain amount and town can say what the containment could be. They do specialize in diesel, no gasoline or anything that has a high octane, rough idea. Steven said they would definitely need to know storage, how big-max size, type of equipment, spill containment, fencing and security, proper lighting etc. Dave asked why it was not on Planning and Zoning. Steven explained is just exploration, no voting is being done he also said we can proceed with agreements and conditional uses. Kevin- missed last months planning and zoning meeting. Steven explained P&Z brought it to the council. Discusses the two lots and how they are not cleaned up and record both lots so neighbor's properties are cleaned up as well. Jonathan explains a variance of the 12ft to 8ft and town requires 12 ft. Steven mentioned there must have been some what of a disconnect with the town and the county. County says if it's a newer lot county will not accept .33 acres anymore, if it's existing then yes. County is saying .41 acres are needed for all new lots. Tervort's water meter is on the north end of Lasson's lot. That meter will stay there Kevin will put Tervort's meter in and his south lot. Kevin is to come back to planning and zoning for subdivision. F. Adjournment -Charles motions, Jonathan seconds, all in favor. Council attended: Steven Staheli, Randy Thomas, Alisha Williams, Charles Pipkin, Jonathan Maclee. (Charles was absent for first part of meeting).
