Portage Planning Commission Meeting Meeting Minutes June 10, 2026, 5:30 PM 25880 North 9000 West Street, Portage, UT 84331, US Call To Order The Portage Planning Commission Meeting was called to order on Wednesday, June 10, 2026 at 5:30 PM at 25880 North 9000 West Street, Portage, UT 84331. Present: Councilmember Bell, Commissioner Chelsie Nelson, Commissioner Jennifer Smith, Commissioner Jennifer Richard, members were present and a quorum was established. also in attendance was : Mayor Huggins, Mr. Migliori, Gina Marble, Ed Rogers Opening Ceremony Prayer The invocation was offered by the Commission Chair Bell. Pledge of Allegiance The Pledge of Allegiance was led by Commissioner Smith. Public Comments Ed Rogers stated concerns regarding the Box Elder Data Center. Public Hearing for Amending The Land Use Ordinance Section 115 Motion to open the public hearing for amending the Land Use Ordinance Section 115 was made by Commissioner Richard and seconded by Commissioner Nelson. Motion Passed unanimously. A member of the public expressed concern regarding the proposed Box Elder County data center and its potential impact on the local water supply, suggesting that the area's consistent water flow during both drought and plentiful years may indicate the source is ancient Lake Bonneville aquifer stores. The speaker urged the Commission to consider this possibility, particularly given the water demands associated with data center operations. Motion to close the public hearing and open the planning commission meeting was made by Commissioner Nelson and seconded by Commissioner Richard. Motion Passed unanimously. Action Item - Ordinance 2026-001 The Chair Councilmember Bell summarized Ordinance 2026-001 as an ordinance adding to and amending the Town of Portage Land Use Ordinance to establish a schedule of permitted, conditional, and prohibited uses; to restrict cellular towers, commercial wind energy systems, solar energy facilities, data centers, battery energy storage systems, and certain utility infrastructure to commercial and industrial zoning districts; and to provide for related development standards. Motion to recommend and forward Ordinance 2026-001 to Town Council was made by Commissioner Smith and seconded by Commissioner Nelson. Motion Passed unanimously. Action Item: Ordinance 2026-001 to be forwarded to Town Council for consideration. Standing Agenda Items No discussion was recorded for this item. Adjournment Motion to adjourn was made by Commissioner Smith and seconded by Commissioner Richard. Motion Passed - all in favor Motion passed unanimously.
