The Portage Planning Commission met at the Portage Town Hall, 25880 N 9000 W, Portage, Utah, at 7:00, June 3, 2026. The following members were present, constituting a quorum.

The meeting was called to order at 6:00 PM.

Commissioner Laura Nelson offered the invocation.
Pledge Of Allegiance
Commissioner Jennifer Smith led the Pledge of Allegiance.
Approve October 1, 2025 And May 6, 2026 Planning & Zoning Minutes
Commissioners reviewed both sets of minutes. For the May 6th minutes, corrections were identified to change 'Commissioner Chelsea Nelson' to 'Commissioner Laura Nelson' in three locations and modify the final paragraph to read 'The commission agreed to place this topic on next month's agenda for more discussion.'
Commissioner Laura Nelson moved to approve the October 1, 2025 minutes. Commissioner Jennifer Smith seconded. Motion Passed unanimously.
Commissioner Laura Nelson moved to approve the May 6, 2026 minutes with noted corrections. Commissioner Jennifer Richard seconded. Motion Passed unanimously.
Public Comments Limited To Three Minutes Per Person
No public comments were made.
Action Item - Wynn John Subdivision Presentation, Discuss And Vote
Wynn John presented his subdivision plat for review. The Commission identified several corrections needed: property boundaries incorrectly showed lines extending to the center of the road rather than the fence line/easement boundary, owner dedication section contained incorrect names (Todd and Cindy Gibbs instead of Wynn John Family Trust), and the surveyor's certificate required completion.
Mayor Max advised that the waterline extension would need to be 8-inch and a fire hydrant may be required within 500 feet. The applicant agreed to coordinate with the health department for percolation testing and make all necessary corrections.
Commissioner Laura Nelson moved to approve the subdivision contingent upon corrections to property boundaries, owner dedication information, and surveyor certification. Commissioner Jennifer Smith seconded. Motion Passed unanimously.
Action Item Assigned: Applicant to submit corrected plat to county for review before returning for final signatures.
Cul-De-Sac Regulation & Road Planning Considerations
Commissioner Laura Nelson led discussion on establishing road grid standards and cul-de-sac regulations. Key considerations included: implementing boundary alignment standards, determining appropriate grid structure for future development, establishing cul-de-sac diameter requirements (80-100 feet standard), and addressing challenges with remnant parcels created by grid implementation.
The Commission discussed that cul-de-sacs increase overall traffic on main roads and utility costs while serving fewer residents. Trail connections were suggested to reduce isolation of cul-de-sac residents.
Action Items Assigned: Contact BRAG for guidance on grid planning procedures, develop general plan amendments for transportation grid, and continue research on cul-de-sac regulations.
