Call to Order - Mayor Dan Catlin 2. Pledge of Allegiance - Councilman Sands 3. Statements of Belief/Opening Prayer - Councilwoman Preslar B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from August 19, 2026, City Council Meeting. D. REPORTS 1. Ash Creek Special Services District Representative - Mike Chandler 2. Hurricane Valley Fire District Representative - Chief Robert Hooper 3. City Manager - Ben Billingsley 4. Assistant City Manager - Darrin LeFevre 5. City Council Board Reports E. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. Please note there may be no response by any City official during this time. For specific questions, please contact staff directly. F. BUSINESS ITEMS: 1. Discussion and possible action on Toquerville Parkway Change Order #29 in the amount of $36,812.65 for additional roadway safety improvements. 2. Discussion and possible action on an agreement to assign Toquerville City's FM Broadcast Construction Permit. 3. Discussion and possible action on Ordinance 2026.XX - an ordinance amending Title 8 Public Utilities, to establish policies related to utility billing corrections. 4. Discussion and possible action on Ordinance 2026.XX - an ordinance amending Title 10, Chapter 16A of the Toquerville City Code to establish standards for trails in hillside areas. G. WORK ITEMS: 1. Discussion on pavement preservation. 2. Discussion of the subdivision entrance and exit roadway requirements in Title 10, Chapter 19D. H. CALENDAR OF EVENTS: 1. Fall Community Clean-up - Saturday and Sunday, September 5th and 6th at Center Street Park, Westfield Park, TRE Park & Toquerville Heights. 2. Westfield Park Community Sod Laying Party - Friday, September 18th at 7:00 a.m. Volunteer sign-up will be posted on City Socials and Website soon. 3. Toquerville Citizen Tour of the Confluence Park Water Reclamation Facility in LaVerkin - Wednesday, September 23rd at 4:00 p.m. - RSVP Required. Contact the City Offices for more information. I. CLOSED MEETING: Discuss litigation, security, property acquisition or sale or the character and professional competence or physical or mental health of an individual (if needed). J.
