NOTICE OF PUBLIC HEARING BEAR LAKE SPECIAL SERVICE DISTRICT NOTICE IS HEREBY GIVEN that the Bear Lake Special Service District will hold a public hearing to receive public comment regarding proposed adjustments to District sewer rates and fees and proposed provisions concerning access to District sewer manholes and related facilities. 1. Proposed Sewer Rate and Fee Adjustments The District is considering adjustments to its existing sewer rates and fees to ensure that revenues are sufficient to operate, maintain, repair, replace, and improve the District's wastewater collection and treatment system. The proposed adjustments are being considered based on the District's current and anticipated operating, maintenance, repair, equipment, regulatory, and capital improvement needs, as well as the findings and recommendations of a sewer rate study conducted for the District by the Rural Water Association of Utah. The proposed rate adjustments are intended to provide adequate funding for continued operation and maintenance of the existing system, replacement of aging infrastructure and equipment, necessary repairs and improvements, and long-term system needs. 2. Proposed Manhole Access and Obstruction Provisions The District is also considering provisions to ensure that sewer manholes and other District facilities remain visible and reasonably accessible for inspection, maintenance, repair, and emergency response. Property owners with buried, covered, obstructed, or otherwise inaccessible District manholes or facilities may be provided notice and a reasonable opportunity to correct the condition and restore access. Any fines, penalties, or costs imposed in connection with violations would be subject to applicable law and District ordinances, resolutions, or policies. PUBLIC HEARING INFORMATION Date: Thursday, September 17, 2026 Time: 6:00 p.m. Location: Bear Lake Special Service District 147 West Logan Road Garden City, Utah 84028 The District's regularly scheduled Board meeting will begin at 4:00 p.m., with the public hearing beginning at 6:00 p.m. All interested persons are invited to attend the public hearing and provide comments regarding the proposed sewer rate and fee adjustments and the proposed manhole access and obstruction provisions. To provide a reasonable opportunity for all interested persons to be heard, individual public comments may be limited to two minutes per person.
